DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

  • purpose of the role: Supervise members in team
  • Deliver technical support and guidance to team
  • Responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country/AO. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Duties and Responsibilities

Management

  • Hire, lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the sector/support activities
  • Ensure daily monitoring of area
  • Organize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff
  • Provide daily technical support for SC team in the country that include regular field visits
  • Accountable for ensuring that agreed work plans and tasks set by line manager are implemented on time

Procurement

  • Responsible for ITBs and framework agreements in country operation (Restricted, National and International) that includes reviewing and managing the process
  • insure procurement process compliant with DRC operations handbook
  • prepare and submit the monthly reports to line manager.
  • Develop and update DRC supplier database for the country
  • Ensure procurement plans for all grants are developed and regularly updated.

Fleet management

  • Ensure compliance and implementation of Operations Handbook across all field offices
  • Provide monthly comprehensive country/AO reports on fleet management (costs) to line manager.
  • Advise on any increase/improvement of fleet capacity in country/AO

Asset Management

  • Ensure compliance and implementation of Operations Handbook in CO/AO
  • Provide monthly comprehensive country/AO reports on Inventory/Assets to SMT
  • Implement any available tools to improve the inventory management
  • Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval.

Warehouse Management

  • Ensure compliance and implementation of Operations Handbook across all field offices.
  • Provide monthly comprehensive country/AO report on warehouse inventory to line manager (list and stock value in hand).
  • Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval

ICT Management

  • Oversee ICT department including staff management.
  • Ensure ICT setup in the area office is in the line with DRC ICT global requirement.
  • Ensure ICT policies are implemented in the area office
  • To report monthly the ICT activities and provide recommendation whenever its required

Experience and technical competencies: (include years of experience)

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in managing supply chain in an ERP system
  • Good understanding of the procurement rules and regulations of major international donors

Education:

BA degree in business Administration or Logistics and/or Supply Chain Management

Languages:

Full professional proficiency in English and local language
