DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

Overall purpose of the role

Functions as a specialist in Supply Chain in DRC Yemen.Implement sustainable and robust procurement and logistics systems for the efficient and effective delivery in areas of operations following DRC's Operational Handbook and using DRC Enterprise Resource Planning (ERP) computer system. ‘DRC Dynamics’

Geographic scope: Country (Yemen)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities. This may require visits to DRC Field Offices

Responsibilities:.

Procurement Co-ordination

  • Review ITB (National and International) documentation before advertising or inviting suppliers.
  • Establish standard processes and formats for all Tender documents relating to SC that are contextualized as needed, in line with the DRC Operational Handbook
  • Check and verify requirement of Tenders specifications and ensure that supplies would meet the best standards in terms of time, quality, cost and delivery terms.
  • Run tenders according to DRC’s & specific donor’s Standard Operating Procedures (SOPs) and requirements.
  • Represent DRC with any work and communications related to Tenders internally and with the local authorities.
  • Coordination with SCHAMCHA authorities regarding their supervision/observation for all Tender bid openings and deal with SCHAMCHA with anything related to the tender.
  • Receive the Tender envelopes and samples and make records of the receipt.
  • Ensure tendering committee members are well on boarded at the beginning of tendering process, and they are clear on their role in the process
  • Ensure proper review of samples (as relevant) during tendering process, and proper documentation of that, to ensure compliance with samples after awarding the contract
  • Prepare and Ensure that all minutes of meeting for tendering meetings are documented and archived (soft & hard copy)
  • Provide support in ITB management (TOC report, technical analysis and contract award)
  • Informing winning vendor(s), and taking contract signature forward (with vendors & internally)
  • Informing vendors who did not win the tender
  • Finalizing tendering documents, after review, and submit to relevant HQ for their review/sign off
  • Prepare contracts and get them signed in due time, and work closely with the Procurement Manager to inform relevant staff of the signed contracts
  • Coordination of tender reviews and deadlines and adjust them to the frameworks given by the requesters
  • Analyze utilization of contracts and assess cost/benefit analysis of each contract in order to influence contract extension decisions
  • Monitor performance of contracted vendors and keep track records
  • Ensure timely communication with contracted vendors for relevant needs/observations, based on requesters feedback.
  • Work closely with the requester and finance department to ensure that contracted vendors payments are processed in a timely manner.
  • Provide training to other procurement staff who are involved in/supporting tendering processes
  • Involve (when relevant) other procurement staff in tendering process, as committee secretary/observer as part of their capacity building
  • Analyze and review scoring criteria of previous tenders and provide observations/recommendations for improvement of future tenders
  • Assist with any other reasonable task as directed by the Supply Chain manager /Head of Support Services / Country Director
  • Ensure implementation of CAST/audit recommendations relating to supply chain.
  • When relevant and required, visit each field office to assess full compliance and implementation of Operations Handbook and DRC Dynamics
  • Implement any available tools to improve the Procurement Process in and out DRC Dynamics for Tendering process.

DRC Dynamics ERP System

• Apply reports and data analytics from DRC Dynamics supply chain system to improve supply chain performance

As a Specialist the post-holder is responsible for the following:

• Responsible for providing specialized knowledge and operational know-how within a specific discipline • May also have technical line responsibilities, but generally on technical or operational matters

• Accountable to ensure achievement of DRC’s strategic goals and objectives within the area of responsibility

About you

  • Minimum 5 years of experience in a similar area.
  • Knowledgeable of Local and International Tendering and contracting laws and Policies

  • Computer proficiency (Microsoft Word and Excel, ERP System).

  • Knowledge and experience of dealing with service providers and contractors’ management
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management
  • Experience with auto mechanics or electrical installations
  • Experience working in an (I)NGO
  • Full professional proficiency in English .

Education:

  • Bachelor degree in e.g. Logistics and/or Supply Chain Management

Languages****:

  • Excellent English language (written and spoken)
  • Excellent report writing skills
  • Fluency in Arabic language (written and spoken)

We offer

Contract length: DRC will offer the successful applicant a contract until 31 December 2023, renewable dependent on both funding and performance.

Work place: Sana’a, Yemen with travel to the field.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National. This position will be placed at level (NMG2****)****.
