Overall purpose of the role:
The Supply Chain Specialist main objective is to provide support in the Supply chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the Khartoum capital office with emphasis
support logistics/procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthen the overall supply chain functions. This position will also ensure implementation of audit recommendation related to logistics and procurement.
He/ She will be expected to assist on procurement, warehouse, assets, general equipment and fleet management for whole country, ensuring that all logistics operations are managed and maintained in an efficient manner. as per DRC’s internal and donor procedures & as per the Operations Handbook.
Key Responsibilities:
Procurement Co-ordination
- Assist Supply chain manager (SCM) and ensure the procurement are fully compliant as per the DRC Operations Handbook and donor’s requirement.
- Draft ITB (National) documentation before advertising or inviting suppliers with SCM and requester
- Assist and support SCM in ITB management (TOC report, technical analysis and contract award).
- Assist and support establishing purchasing agreements for the key program items and routinely procured other administration items.
- Organize procurement trainings for program staff and small-scale refresher training for procurement staff.
- Travel to field office and ensure implementation of the audit recommendations related to the supply chain
Fleet Management
- Assist SCM for compliance and implementation of Operations Handbook.
- Support Log officer and coordinate with program and perform right sizing of fleet exercise.
- Support Log officer and ensure an effective fleet management practice in DRC especially for the service contract vehicles for all country
Asset Management
- Assist SCM and support in compliance and implementation of Operations Handbook on asset management.
- Support country & Field SC team for monthly comprehensive country reports on Inventory/Assets, complie all report and provide to SCM
Inventory and Warehouse Management
- Assist SCM for ensuring compliance and implementation of Operations Handbook on inventory and warehouse management.
- Organize training for program staff and warehouse staff on stock ownership, stock management, release and accountability of stock return etc.
- Provide monthly comprehensive country report on warehouse inventory to SCM (list and stock value in hand)
DRC Dynamics ERP System
- Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
- Apply reports and data analytics from ERP supply chain system to improve supply chain performance
Experience and technical competencies: (include years of experience)
- Minimum 3 years of experience in humanitarian logistics management within the field of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support
- At least 2 years' experience with people management
- Knowledge and experience of dealing with service providers and contractors’ management
- Proven Management and supervision skills, team player and proven commitment to accountability practices.
- Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
- Experience with standard procurement procedures and documentation.
- Experience with construction and site project management
- Experience with auto mechanics or electrical installations
- Experience working in an (I)NGO
- Stable and robust character.
- Strong analytical and conceptual skills.
Education: (include certificates, licenses etc.)
- Master’s Degree in Logistics and Supply Chain Management, Business administration or related field.
Languages: (indicate fluency level)
- Fluent in both oral and written English
