This UNV assignment is part of WHO’s support to the Ministry of Health of Angola as agreed in the Country cooperation strategy 2023 – 2027. Country Cooperation Strategy 2023–2027, Angola

Improved supply chain management of medicines and medical products will strengthen the health care system and ensure public health emergencies will be responded to in a timely and adequate manner.

Within the delegated authority and under the supervision of the Operations Officer of the World Health Organization (WHO ) in Angola or his/her designated mandated representative(s), the United Nations Volunteer (UNV ) Supply Chain Specialist will: 1. Provide timely, proactive, and expert advice and support to the WHO country office’s Operations Officer and Head of WHO Country Office on all supply matters in the context of preparedness for public health interventions and emergency response for cholera, including coordination and communication with regional offices as required. 2. Manage the implementation of supply management tools and systems; propose different options for an adapted Supply Chain Management strategy to the Incident Management System (IMS ) Coordination team, as needed. 3. Ensure end-to-end follow-up of requisitions placed for public health interventions and emergency response; develop and maintain an efficient and reliable tracking system. 4. Provide training and coaching to Ministry of Health logistics staff for effective and efficient warehouse management, timely procurement, and tracking of stock using the IOTA – Logistimo platform for existing (6 items) and additional cholera preparedness and response items. 5. Liaise with technical experts to ensure proper needs identification from stakeholders. 6. Coordinate with the Ministry of Health to manage the emergency supply response (request management, stock levels, shipment, etc.). 7. Design Key Performance Indicators (KPIs ) to monitor supply operations efficiency. 8. Provide regular reporting on supply activities to the WHO country office and Ministry of Health. 9. Perform any other related incident-specific duties as required by the functional supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and actively participate in UNV activities (for instance, events marking International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications, websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • As an active [insert name Host Agency] team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to the World Health Organization and its beneficiaries in the accomplishment of assigned functions, including: o Inclusion of public health products including cholera kits and additional cholera items in the Logistimo IOTA platform. o National and provincial logistical staff trained on the use of the Logistimo IOTA platform and forecasting of required medicines and medical products for the public health department of the Ministry of Health. o Revised Standard Operating Procedures (SOPs ) of WHO’s supply chain management of medical products procured for the public health department of the Ministry of Health. • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

At least five years’ experience, at the national and international levels, in supply chain management or supply logistics in health care emergency response, humanitarian response operations, or related areas. Desirable Related experience with the World Health Organization (WHO), the United Nations (UN ) system, health cluster partners, recognized humanitarian organizations, or international non-governmental organizations working in the field of outbreaks and/or health emergency response. Other required technical knowledge and skills: • Excellent organizational and managerial skills with the ability to multitask, deliver results in time-critical scenarios, and identify and solve problems. • Demonstrated knowledge and experience in supply chain management, supply operations, and/or procurement. • Demonstrated ability to work in a multicultural, multidisciplinary environment. • Proven ability to manage diverse teams across different functional areas.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
