The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.

Overall Purpose of the Role

Working under the supervision of the Project Manager, the Supply Chain Specialist will be responsible for all of the daily weekly, and monthly logistics and procurement-related activities in DRC’s Somalia Recovery Project (SCRP) in strict compliance with DRC and donors' policies and procedures and strong attention to detail. He/she will be based in Mogadishu with regular visits to project areas of Jowhar, Mahaday, Balcad and Jalalaqsi and ensuring timely delivery of quality services and goods as requested in the project.

Key responsibilities

  • Ensuring all the procurement processes are in line with the sub-contract guidelines and DRC Operations Handbook
  • Lead tender processes, organize procurement committee meetings, conduct bid analyses, and draft relevant contracts.
  • Participate in the evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiation, and negotiated contract in the selection of consultants contain all the facts and information required to justify the recommendations made in the report including DRC Dynamics.
  • Providing strategic support and taking the lead on projections and recommendations on logistical and procurement matters to the Project Manager
  • Provide guidance and participate in rapid emergency logistics assessment missions and ensure proper supervision and management of the warehouse.
  • Ensure weekly and monthly logistics reports (such as fleet management reports, inventory updates, warehouse reports, etc.) are prepared and submitted to the Project Manager as per the required/agreed timeframe.
  • Ensure proper understanding and adherence to donor and DRC rules and regulations by all the staff and that all procurement documents are timely completed and accurate supporting documentation is in place and appropriately filed.
  • Collaborate closely with the finance and administration departments to ensure payments are made upon successful receipt of procured items.
  • Establish and follow up project procurement plans and track all orders, purchases, and deliveries
  • Ensure that all logistics-specific donor rules and policies are understood and respected.
  • Oversight of all purchase and service contracts to ensure DRC's interests are protected
  • Optimize all logistics operations to increase cost-effectiveness including setting up longer-term supply contracts
  • Ensure DRC supplier due diligence is effective in the relevant context
  • Coordination of program staff and the project subcontractors to ensure supply chain involvement in the whole project cycle
  • Ensure that all orders are tracked from point of planning and request through to final receipt including DRC Dynamics.
  • Prepare the relevant documents for the procurement of goods and services and including DRC Dynamics.
  • Participate in the joint verification of procured goods and equipment and to ascertain the items’ conformity to Technical Specifications and Quantities including DRC Dynamics
  • Ensure Dynamic clean-ups on a weekly and Monthy basis.

Stock management:

  • Ensure all program supplies are recorded in the respective warehouse and due process adhered.
  • Ensure (Program) the Requestors complete the picking list through the ERP DRC Dynamics system prior to the release of the program deliveries at the distribution site.
  • Manage the supply of stocks in order to permit the rapid movement of emergency supplies and to update and implement the warehouse management and commodity tracking system
  • Ensure that program staff provides to the warehouse staff the details of when and where project item is needed and ensure that they are delivered to the correct location safe and within the agreed time frame and the process is documented.
  • Identify alternative warehouse facilities in times of emergency or unforeseen reasons; using proper DRC procedures.
  • Ensure proper scientific method of storage as per DRC guidelines have been followed.
  • Conduct periodic stock checks and prepare periodic stock reports where defects and losses are captured and shared with the relevant authorities.
  • Manage project assets and ensure that asset register and asset movement documentation (asset loan and asset transfer) and records are filed appropriately and available in the area office
  • Responsible to ensure that all allegations of breaches of the Code of Conduct by staff in the Supply Chain teams of Somalia are reported and with the support of the Head of Support Services and Head of Risk & Compliance, investigated and concluded swiftly.

Other Supply Chain Responsibilities

  • Maintain transparency and accountability in all procurement activities
  • Maintain a good archiving system of hard copies and soft copies on SharePoint of all procurement documents and upload them in DRC Dynamics,
  • Facilitate procurement processes through DRC Dynamics, as well as ensuring that any tender documents received are properly registered and kept secured
  • Perform any other duties that may be assigned by the Project Manager.

Required Qualification and Experiences

  • Minimum 5 years working experience of procurement and supply chain experience in an NGO at an equivalent level
  • Excellent command of written and spoken English, well versed in Windows Word, Excel and Access
  • Experience in administrative tasks, including filing systems.
  • Proven IT skills, including experience in operating an ERP supply chain system
  • Experience in supply chain management such as procurement, fleet, warehouse and asset management
  • Demonstrable leadership, coaching, mentoring, and team building skills
  • Strong working relations with multi-sectorial agencies
  • A team player with a strong cooperation ethic. Education

    A Degree in Supply Chain management, Business Administration, Social Science or relevant field from a recognized institution. Languages:

    Fluency in written and spoken English and Somalia. In this position, you are expected to demonstrate DRC’s five core competencies:
