BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Working under various strategic partnerships and as part of its Supply Chain strategy to support the supply chain efforts of the wider humanitarian community, the World Food Programme (WFP) supports various African countries with their pandemic response to help make health systems more resilient. In collaboration with public health stakeholders in these countries, WFP promotes best practices in supply chain management and introduce tools, processes, and simulation-based training. WFP will build on the expertise developed through various previous similar projects on technical assistance and capacity strengthening in the areas of logistics management and supply chain visibility and optimization, thereby crystalizing, and further extending the capabilities in health emergency response – especially in case of health outbreaks. WFP engages with existing health supply actors at global, regional, and country levels to increase the availability of health commodities at the last mile, where appropriate. The initiative forms a key commitment from WFP to Agenda 2030, UN Sustainable Development Goal (SDG) 17 ‘Partnerships for the Goals’.

The Supply Chain Planning Officer will be based in Lilongwe, Malawi, reporting to the WFP Malawi Head of Supply Chain and work collaboratively with various teams to advance WFP’s support to Malawi health supply chain community.

Supply Chain Planning and Optimization

With a concentrated emphasis on thorough planning, transparency, and enhancement, the Supply Chain Planning & Optimization function collaborates closely with Country Office and HQ teams to ensure a comprehensive understanding of every operation ranging from Logistics to Resource Management, and from Nutrition to Donor Relations. After achieving consensus, specialized analytical tools are introduced to forecast potential challenges and aid in formulating supply chain strategies and contingency plans to counteract them. With this forward-thinking methodology, decision-makers in Malawi can make more cohesive, data-driven choices that heighten the efficiency and efficacy of their endeavors. Recognizing the notable success of this strategy in managing WFP undertakings, a dedicated Supply Chain Planning function is now being ingrained throughout the organization. The inclusion of a Planner role in Malawi, as well as in the HQ and other field offices, signifies the establishment of a global planning network. These planners, backed by an array of analytical tools and methods tailored for WFP operations, will be pivotal in refining operations on a global, regional, and, notably, a Malawian country scale.

KEY ACCOUNTABILITIES (not all-inclusive)

The Supply Chain Planning Officer will support a portfolio of activities, including the following:  Provide strategic visibility on prioritized operations to management, anticipating and flagging potential issues to be mitigated or addressed;  Perform what-if scenario analyses to support the resolution of ad-hoc issues and emergencies affecting WFP’s and clients‘ health projects;  Support strategic and tactical planning analyses to structurally improve the efficiency and effectiveness of WFP’s and clients’ health operations;  Promote best practices in supply chain planning and identify further opportunities to improve or streamline WFP and clients’ processes, tools, and systems;  Coordinate closely with other Regional and HQ level Supply Chain Planning focal points, as required, to obtain inputs required for operational analyses and ensure a 360 view;  Build capacity of field staff on supply chain planning tools and processes;  Support conceptual and quantitative analyses of prioritized vaccine supply chain improvement projects.  Support relevant projects focused on supply chain capacity strengthening including collaboration with key stakeholders and academia.  Any other relevant tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Master’s Degree or equivalent in Supply Chain Management, Engineering, or Business Management;

Language: Verbal and written fluency in English and one other UN language

Experience:

 3-5 years of relevant working experience is required;  Prior experience in SC-related industry is required (e.g. supporting Sales &Operations, material planning, warehouse management, distribution planning, etc.);  Experience working with government and/or humanitarian agencies (e.g. UN, NGOs, etc.) is required;  Experience with consultancy-type activities (e.g. business analysis, process mapping, data extraction and analysis, presenting to senior management, etc.) is strongly preferred;  Experience in health logistics and emergencies preferred;  Experience in working in the African continent is considered an asset.

Knowledge and Skills:

 Has strong analytical capabilities (quantitative and qualitative) and an ability to think outside the box;  Can balance complexity and idealism with pragmatism;  Has good interpersonal and communication skills, with an ability to perform in multi-functional teams and environments as well as be able to interact with high level stakeholders in a diplomatic manner;  Has strong time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully while working under tight deadlines;  Can preserve focus and commitment to generate content on short notice, but maintain healthy work-life balance;  Is committed and motivated to achieve the aims of the World Food Programme.
