INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, Gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall purpose of the role:

Under the direct supervision of Supply Chain Team Leader, the Supply Chain Officer-Warehouse/Fleet will be responsible for receiving, release of materials and manage the office fleet service as per DRC rules and regulation. The position holder is expected to work smoothly and with integrity among program and support teams in Gambella Field office.

Responsibilities:

Warehouse

  • To ensure warehouse doors, windows are safe and secure as well as the warehouses are clean.
  • To receive and prepare GRN for construction and building materials at camps with program staff inspection.
  • To ensure accuracy of materials and properly inspect and receive in reconciliation to the specifications originally stated on the PR and PO.
  • To receive materials and register on GRN.
  • To arrange and shape materials in cost effective way throughout the review period.
  • To check all necessary information on the PR and PO on receiving the materials from supplier.
  • To provide stock card number and bid card after receiving the materials.
  • To inspect materials for its accuracy, defect, suitability and GRN is fulfilled with necessary information and during materials arrival at warehouse with technical inspection of the requesting person.
  • To carefully count materials before loading and unloading.
  • To provide information to requesting person for the arrival of its respective goods.
  • Properly shelve materials in the warehouse and keep it clean.
  • Categorize materials arrangement in the warehouse with category of item type (building, construction, stationery, food items etc.).
  • Effectively release of materials from the ware house and document properly.
  • Prepare monthly warehouse report.
  • Identify and report materials to be disposed to GMB SC Team leader.
  • To conduct inventory of assets found at the field office.
  • To provide asset tag for all assets found at the field office.

Fleet

  • Ensure that drivers adhere and respect DRC driving rule
  • In collaboration with the drivers, responsible for the good status of all DRC vehicles and generators by facilitating repairs and routine maintenance through DRC recommended garage, keeping record of all activities.
  • Ensuring that license, insurance, and registration of all DRC vehicles are current and up to date and to follow-up any defects with the appropriate authorities.
  • Responsible to see that vehicle and generator log sheets are always available, properly filled in, computed, analyzed and the results reported on monthly basis.
  • Supervise general fuel supply to DRC vehicles, mileage usage and fuel consumption of all vehicles and generator for continuous monitoring and prepare weekly performance reports for all transport and related activities.
  • Book all transport requests for rental vehicles and commercial trucks as may be appropriate and ensuring that log sheets are filled, and that DRC’s driving code is signed.
  • Prepare the rent contract for the DRC fleet
  • Ensure that the rented vehicle adhere to the DRC security standard
  • Coordinate transport of authorized passengers on their official duties, as well transport cargo safely and as instructed. This includes collecting materials from project sites and suppliers.
  • Responsible for the weekly and daily transport schedule, including allocation of cars for private use.
  • Understand and obey all traffic laws and regulations and conform to all Safety/Security instructions.
  • Manage the drivers
  • Oversee and ensure proper use of the car.

Experience and technical competencies: (include years of experience)

  • BA Degree in purchasing and supply management, management, or relevant field
  • Minimum of 2 years relevant experience preferably with an INGO.
  • Proven ability to prioritize tasks and meet deadlines
  • Be a team player
  • Excellent interpersonal and communication skills.
  • Good command in both spoken and written English
  • Commitment to learning and implementing organizational policies and procedures.
  • Proficiency in MS office packages are essential

Education: (include certificates, licenses etc.)

  • Certificate in Purchasing and supply management, management, or relevant field

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English and Amharic
