What will you do in this position?

To provide analytics and contributions to the supply chain activities or/and contribute to field supply chain operations, following an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

The war in Ukraine has left an estimated one in three families without enough food, rising to one in two in some areas of the East and South. More than 6 million Ukrainians have been internally displaced and more than 6 million have left the country. Many of those who remain have lost their livelihoods, especially in areas close to the front lines. Millions who fled their homes to the country’s West are preparing for long-term internal displacement. Many who have returned to liberated areas around the capital, Kyiv, are struggling to rebuild their lives, having run out of money or found their homes reduced to rubble. WFP is quickly scaling up to support 4.7 million people per month inside Ukraine, using a flexible mix of food and cash assistance. We support people wherever they are, including in areas close to the front line.

How can you make a difference?

Market Assessments, Analysis and Modality Selection:

  • In partnership with the Research, Assessment and Monitoring (RAM) team, contribute to the implementation of market assessments and oversee retailer assessments to strenghten the understanding of where WFP can respond with cash and voucher assistance. Keep track of open retail stores in Ukraine and market challenges as the conflict line moves.
  • Provide technical contribution to market analysis and supply chain network mapping (including for example bakeries and millers) to improve supply chain performance and plan market development activities.
  • Provide input to identifying different modalities for delivering cash-based transfers’ assistance for the implementation and/or expansion of assistance programmes that stimulate retail sectors and promote effective WFP interventions.
  • Contribute to preparedness actions, providing technical recommendations and guidance to monitor the management of Supply chain Retail and Markets risks.

Represent Supply Chain in the Internal Cash Working Group:

  • Work in close collaboration with cross functional counterparts, especially the internal Cash Working Group (CWG) to ensure that Supply Chain activities are included to increase programme efficiency.

Support Retailer Procurement Process:

  • Support the implementation process of the procurement of retailers using corporate tools, and formal procurement process where applicable. Oversee the management of retailer contracts in the CMS (Contract Management System). Undertake retailer onboarding activities.

Act as the Focal Point for Contracted Retailers:

  • Serve as WFP’s main point of communication with contracted retailers, plan voucher distributions, share distribution plans and follow up on retailer requests. Work closely with the CBT team and Cooperating Partners during distribution to ensure all issues are addressed.

Retailer Monitoring:

  • Conduct ongoing monitoring of retailers and Market Key Performance Indicators (KPIs) by analyzing reports from various data sources (Retailer Performance Monitoring Evaluation (RPME), Qualitative Market Assessments, Market Functionality Index (MFI), Retailer Assessments). Support the training of enumerators and ensure good data quality.
  • Manage accurate and timely reporting including provision of substantial analysis and data visualization for supply chain CBT & Market development activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.

Perform Voucher Reconciliation:

  • Perform retailer invoice verification. Perform analysis to provide assurance on commodity and value voucher processes, produce a weekly reconciliation report to be shared with different colleagues in the Country Office. Follow up on internally processes to allow for timely invoice payment.

Market Development Activities:

  • Support the implementation of market development and food systems activities, including maintaining close cooperation with chambers of commerce and food industry / retail associations. Support on new, innovative workstreams supporting the strenghtening of the Ukrainian Food System.

Staff Training:

  • Guide and supervise colleagues for example in field offices, acting as a point of referral, providing training and supporting them with more complex analysis and queries.

Education: Completion of secondary school certificate. Advanced University degree, preferably in Supply Chain Management, Engineering, Economics, Statistics, Business Administration, Logistics, or another related field, or First University degree with additional years of related work experience.

Experience: Minimum of one (1) year of relevant postgraduate professional experience in the supply chain, market assessments, retail, Monitoring and Evaluation, CBT, and/or related fields.

Knowledge & Skills:

  • Data Analysis and Visualization (for example Tableau)
  • Experience coordinating supply chain activities with other units/ teams.
  • Experience with market research and market assessments
  • Experience working with vendors or other partners.
  • Proven ability to develop innovative solutions to complex problems
  • Experience in analysing technical issues and projects and forumulate recommendations and solutions
  • Good interpersonal, organisational and communication skills
  • Good knowledge transfer and sharing skills
