Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Supply Chain Officer (Procurement) to be based in Warsaw, Poland.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighbouring countries of Poland, Romania and Moldova and wider Europe. Since late February 2022, nearly 4 million Ukrainians and third-country nationals have crossed the border to Poland. As part of its neighboring country response, DRC is establishing an operational presence in Poland to support displaced populations through partnership with civil society organizations and national NGOs, duty bearers, and other actors.

About the job

As Supply Chain Officer you will be responsible for all procurement of goods and services, and timely implementation of the procurement plan. Your main duties and responsibilities will be:

  • Ensuring all the procurement processes are in line with DRC Operations Handbook.
  • Effective and efficient support to programs’ needs.
  • Develop and maintain the Country database of potential suppliers.
  • Weekly and monthly status reports and alert mechanisms to program staff.
  • Assist in the recruitment, training, and capacity building of the supply chain team.
  • Coordination of program staff to ensure procurement involvement in the whole program cycle.
  • Effective procurement of all goods and services.
  • Establish and follow up on annual procurement plans.
  • Track all orders, purchases, and deliveries.
  • Consolidate Area/Base procurement plans and assist Supply Chain Manager in the compilation of annual forecast expenses optimization.
  • Technical assistance to Supply Chain Manager/Coordinator and Specialist in the preparation of solicitation documents and sponsoring procurement cases.
  • Ensure that DRC procurement framework-specific donor rules and policies are understood and respected.
  • Oversight of all purchase and service contracts to ensure DRC's interests are protected.
  • Optimize all procurement operations to increase cost-effectiveness including setting up long-term supply contracts.
  • Ensure DRC supplier due diligence is effective in the relevant context.
  • Monitor and support field offices' Supply Chain subdivisions in correct ERP supply chain utilization.

About you

To be successful in this role we expect you to have at least 2 years of experience in humanitarian procurement management, transport, and distribution. Moreover, we also expect the following:

  • Relevant university degree in Procurement and/or Supply Chain Management or equivalent professional qualification.
  • Good understanding of the procurement rules and regulations of major international donors.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Advanced English proficiency.
  • Fluency in Polish.
