Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Supply Chain Officer (Procurement).

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

Supply Chain Officer is a part of the Support Service team of the DRC Moldova office. He/She works under the supervision of the Support Services Manager and in close coordination with other DRC support services and program units. He/She is responsible for all procurement of goods and services with DRC Moldova, and timely implementation of procurement plan. He/she will also support supply chain compliance of the DRC implementing partners in Moldova.

Responsibilities: (in bullet points)

The Supply Chain Officer is responsibilities will include, but not necessarily be limited to, the following:

Procurement support and administration:

  • Effective and efficient support to program units’ needs in relevance to quality and timely procurement of supplies, services and works (identify the supply requirement).
  • Support to consolidate procurement plans and assist the Support Services Manager in the compilation of annual forecast expenses optimization.
  • Takes the necessary measures so that all orders are executed within the budget limit.
  • Ensure that all orders, purchases, and deliveries are tracked from point of planning and request through to final receipt (including, prepares and follows import supply orders, follows the deliveries and ensures the documents for the customs formalities).
  • Prepare all relevant documents for the procurement of goods and services to ensure DRC's interests are protected.
  • Ensure all the procurement processes are in line with DRC Operations Handbook.
  • Ensure DRC supplier due diligence is cost effective in the relevant context.
  • Ensure DRC procurement framework specific donor rules and policies are understood and respected.
  • Correctly apply ERP supply chain processes and lead proper E-filing as per DRC requirements.
  • Develop and maintain a database of potential suppliers.
  • Regularly maintain vendor prospects in the ERP system.
  • Ensure weekly and monthly status reports and alert mechanisms to program staff.
  • Organize and participate in auctions (tenders), publish the announcement of the tender.
  • Prepare TOR (Terms of reference), LVO (Low value order), RFP (Request for Payment), RFQ (Request for Quotation) as the case.
  • Prepare cases for evaluation of bids and proposals and make sure bids evaluation report, technical evaluation, minutes of negotiations and negotiated contracts contain all relevant information required in the report (negotiates purchase prices with suppliers, concludes contracts with them, recommend the choice of products, prepares, and analyzes bid requests).
  • Participate in joint verification of procured goods and equipment and ascertain items' conformity to Technical Specifications and Quantities with the support of Support Services Manager.
  • Assist in performing physical asset checks.

Fleet evidence:

  • Support Transportation Logistics Officer with fleet evidence and assets management tasks.
  • Make sure that updated vehicle movement schedules are evidenced and filed as required.
  • Verify that fuel consumption reports and monthly vehicle utilization analyses are in place.

Education: (include certificates, licenses etc.)

University degree in business administration, finance, supply chain management, logistics, procurement, or another relevant field.

Languages: (indicate fluency level)

  • Fluent in spoken and written Romanian and English.
  • Knowledge of Russian will be a distinct advantage.

We Offer

Contract type: National Staff contract.

Contract length: 06 months with the possibility of extension depending on the availability of funding.

Band: Non-Management, H

Duty base: Chisinau

Start date: 25.09.2023
