JOB PURPOSE

RB (Regional Bureau) Cairo Supply Chain is responsible for supporting COs to implement supply chain strategies, policies, processes, systems, and tools; to providing support in the design and implementation of supply chain interventions within Country Strategic Plans (CSPs); ensuring regional supply chain oversight; analyze logistics networks to improve performance; ensure surge capacity in emergencies and supports COs with preparedness activities. As a Supply Chain officer, the candidate is expected to provide analytics and contributions to the supply chain activities while also contributing to field supply chain operations, following an effective and integrated supply chain approach, meeting the food assistance needs of beneficiaries and service provision requirements for partners, and to perform these duties in a professional and ethical manner.

DELIVERABLES

1. Deliver supply chain analyses and contributions to improvements of operations, based on accurate corporate data / systems and reporting while ensuring a professional and timely submission of inputs. 2. Lead the submission of first drafts for concept papers, corporate reporting and other required documentation for supervisor’s approval, in a highly professional, accurate, timely and polished fashion. 3. Map, evaluate and make first recommendations to supervisor on supply chain course of actions based upon costs, timelines, and market considerations, while advocating the best interests of WFP

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to country context analyses and management of end-to-end operational supply chain networks, to support addressing operational supply chain challenges and obtaining operational optimization. 2. Collect and analyze data and put together reports highlighting opportunities for improvement of processes and operations, as well as for effective operationalization of supply chain plans and strategies. 3. Collect and compile data and put together clean/first drafts of regional submissions of supply chain market and logistic reports, for supervisor’s approval. 4. Support the implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach with core activities and services. 5. Conduct portions of financial analysis and contributions to budget preparation, drawing out recommendations to the supervisor for maximum use of resources and effectiveness of supply chain operations. 6. Conduct portions of market analysis and supply chain network mapping for the review of the supervisor, to support wider analytics on the selection of an appropriate operation modality focused at improving the supply chain performance. 7. Support oversight of supply chain activities by collating the necessary information and highlighting initial recommendations to supervisor, to be responded appropriately and aiming to ensure conformity with compliance rules. 8. Work in close collaboration with internal counterparts to align logistic related activities with wider programmes / initiatives and ensure a coherent approach to meeting food assistance needs. 9. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (including through contribution to the training materials) as well as acting as a point of referral to support staff in the office, providing them with simple analysis and queries. 10. Follow standard emergency preparedness practices (such as logistic capacity assessments and drafting of concepts of operations and response plans) to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 12. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University Degree in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, Legal or another relevant field with additional 3 years of related work experience; or First University degree with additional 5 years of related work experience

Language:

  • Fluency (level C) in English and Arabic language.
  • Intermediate knowledge (level B) of a second official UN language: Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. (Desirable)

Knowledge & Skills:

Demonstrates robust understanding of supply chain planning in operational contexts and is able to conduct planning analytics while leveraging expert intelligence and system data. • Familiar with end-to-end supply chain management activities, within field operational contexts. • Familiar with key oversight activities within supply chain operations. • Maintains an informed and professional demeanor with internal as well as external partners and stakeholders • Is able to communicate clearly and effectively when addressing internal as well as external partners and stakeholders
