UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Immunization Specialist, the Supply Chain Officer provides professional technical, operational and administrative assistance throughout the programming process for the Health Programme within the Country Programme, from development planning to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, and evaluating and reporting of results.

The Supply Chain Officer will have the following duties and responsibilities:

1. Technical support to enhance planning, forecasting and procurement

  • Jointly with Immunization Specialist and Supply and Logistics Specialist, manages vaccines and immunization supplies forecasting activities in coordination with DOH technical staff, WHO, with zero stock-outs by accurate forecasting while minimizing inventory costs due to overstocking.
  • Provides technical support to DOH to ensure that supplies are procured and managed efficiently and effectively.
  • Closely coordinates with UNICEF Procurement Services for any outstanding or future request from DOH on vaccine procurement while DOH is in the process of improving their capacities to procure vaccines
  • Facilitates support through strengthening supply chain operations to the national systems providing UNICEF expertise and experience in forecasting, budgeting, vaccine procurement

2. Technical assistance in logistics management and cold chain

  • Provides technical support to DOH to ensure that supplies including vaccines are procured and managed efficiently and effectively
  • Identifies areas of improvement in vaccine logistics operations and develops strategic remedies to optimize the vaccine supply chain management at the national and sub-national levels.
  • Undertakes field visits to the vaccine and dry storage stores to monitor the supply flow and provide system improvement recommendations.
  • Provides support in optimizing the vaccine supply chain from national to provincial levels, as well as exploring efficient coordination options with other programs
  • Support the implementation and monitoring of the electronic Logistics Management Information System (eLMIS)
  • Support the implementation and monitoring of the Inventory Gap Analysis (IGA)

3. Support capacity building, innovations and evidence generation

  • Builds regional and country capacity in assuring vaccine security and increasing fiscal space for vaccine and related supplies.
  • Supports capacity building of warehouse staff in vaccine inventory and stock management at national and sub-national levels.
  • In close collaboration with WHO, builds the capacity of DOH in all aspects of supply management for immunization, including COVID-19 vaccines and other supplies related to Health and Nutrition.
  • In coordination with WHO, participates in DOH initiated activities to build the capacities of Central Office Bids and Awards Committee (COBAC) and FDA on vaccine procurement processes; and conduct monitoring/follow-up visits to priority areas.
  • Support innovations in comprehensive vaccine inventory management and cold chain, applying the new innovative technologies
  • Assist UNICEF CO and DOH in integrating maternal health, nutrition, and immunization supply management.

4. Technical and operational support to planning, implementation and monitoring of the EPI programme

  • Support DOH in strengthening of the immunization supply chain and cold chain , including assessment, procurement, stock management, capacity building and monitoring and evaluation
  • Assists the DOH in developing and implementing the National Immunization Strategy/ CMYP (Comprehensive Multi-Year Plan for EPI) and provide technical advice on PS mechanisms.
  • Participate in regular program reviews and annual planning
  • Support implementation of the Effective Vaccine Management Assessment Improvement Plan and regularly monitors the progress.

To qualify as an advocate for every child you will have…

  • A university degree in Public Health/allied Health, Management, Engineering, Logistics, Procurement, Social Sciences, or related field.
  • At least Five (5) years of progressively responsible professional work experience in Immunization/Public Health programming/ health supply/procurement/logistics.
  • Good technical knowledge on Expanded Programme on Immunization, supply chain and vaccine cold chain system
  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities
  • Experience in health program/project development in a UN system agency or organization is an asset.
  • Experience working in a developing country/emergency is considered as an asset.
