The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

The Supply Chain Officer (Logistics) is responsible for managing all warehousing and fleet operations in DRC Bangladesh on 50/50 basis, ensuring operations are transparent, efficient and policy compliant, and facilities respond to the organization’s ongoing programming and emergency needs.

DUTIES & RESPONSIBILITIES

Warehouse Management (50%)

  • Maintain of suitable warehousing, set up office space and accommodation to meet the needs of DRC Bangladesh, as well as ensuring security of warehouse premises.
  • Management of warehousing in line with the Operations Handbook.
  • Ensure warehouses, office spaces and accommodation are adequately equipped with furniture, facilities, and fire prevention devices, and manage the maintenance of the facilities on an ongoing basis.
  • Manage warehousing systems and supervise all tasks related to warehouse management including goods receipt, inspection, handling, appropriate storage as well as dispatch in line with approval procedures. Organize any kitting that required by the programs.
  • Ensure goods are safely stored and stacked, to minimize damage and enable first in/expired, first out procedures.
  • Manage any disposal of stock in line with DRC and donor policies.
  • Manage transportation of goods to the fields and camps. Regularly visit distribution centers together with program team to receive goods and carry out compliance checks (stock taking and spot checks).
  • Ensure compliance with project implementation timelines with regards deliveries of goods to and from the warehouses as well as direct to camp, and prepare and issue regular goods movements plans, including direct supplier deliveries to camp, so that programs are kept up to date with timelines.
  • Support the emergency preparedness plans of the organization through management of storage in accessible locations.
  • Ensure completion and retention of appropriate management tools and records including Goods Received Notes, stock reports, stock cards, bin cards and waybills.
  • Manage and collect RO’s (release orders) and plan to dispatch on a priority basis. To perform GRN and other warehousing practice on a regular basis in dynamics.
  • Updates warehouse documentation and records on a timely manner specially SMR.
  • Ensures electronic and hard copy filling of warehouse and prepare reports on time
  • Implement random stock counts and a six-monthly physical stock check, and report and document any discrepancies.
  • Plan appropriate labor requirements for loading/unloading, supervise casuals’ activities, prepare, and submit their payments.
  • Manage and develop warehouse regular casual worker, providing capacity building and training as they understand proper loading and offloading and stacking goods on racks and grounds with safety measurements.
  • Observe the DRC Code of Conduct and DRC’s Anti-Corruption Policy and ensure any potential conflicts of interest are raised. Promptly inform the Logistics Team Leader of any areas of concern of potential or suspected violations of policies and procedures.
  • Provide recommendations to the Supply Chain Logistics Team Leader for procedural or policy changes to enhance warehousing effectiveness and controls.
  • Solve problem with abilities in warehouse and discuss necessarily with line manager.
  • To organize, maintain composure and prioritize work under pressure, work overtime when necessary and coordinate multiple tasks specially on projects closing time.

Fleet Management (50%)

  • Implement DRC’s logistical systems and procedures at area level.
  • Ensure adherence to Operations Handbook, other DRC policies and donor requirements.
  • Provide anti-corruption, transparency, and cost efficiency (best value for money) focus in all processes (e.g.in vehicle management, people management).
  • Ensure safe and efficient transport of staff and materials/goods to the field.
  • Prepare and submit periodic reports, drivers leave plans and coordinate movement plans as required
  • Ensure proper filing of drivers documents i.e., driver tests sheet, driving license copies, weekly vehicle checklist, vehicle passenger waiver forms etc.
  • Supervision on driver training, briefings including CoC and managing any complaints in a timely manner through the line manager.
  • Responsible for the smooth running of the day-to-day fleet operations including line managing the drivers for vehicles.
  • Work with the security department to implement routine vehicle tracking, the whereabouts of DRC vehicles at any one time and safety of the vehicle (safety belts, fire extinguishers, spare tyre, tools, first aid kits etc.).
  • Ensuring that drivers carry out weekly vehicle checks and share the necessary information with the Logistics Team Leader. Ensured vehicles are always in good condition and drivers are briefed on DRC values including induction on DRC.
  • Propose, discuss, agree, and implement new methods and approaches to improve the cost effectiveness and value for money DRC receives from its fleet activities.
  • Overall responsibility for drivers planning, working together with the Logistics Team Leader to explore and implement ways to better plan, schedule and monitor transport of staff and material equipment according to demands and procedures.
  • As per guideline and policy, ensured COVID-19 emergency procedures are implemented in DRC fleet operation.
  • Improved on time weekly vehicle request & practices. Ensure online vehicle booking is followed and driver given information in a timely manner.

SKILLS AND EXPERIENCES

  • 2-4 years’ experience in supply chain-logistics, particularly in warehousing and inventory management in DRC.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and coordinate multiple tasks maintaining attention to detail.
  • Strong communication skills to deal with internal and external stakeholders.
  • Team spirit and problem-solving abilities.
  • Good computer skills in MS Word & Excel and online warehousing system.
  • Strong sense of personal integrity.

EDUCATIONAL QUALIFICATIONS

  • Bachelor’s degree in Logistics and Supply Chain preferred and/or relevant professional certification and training.

LANGUAGES

  • English (Fluent in writing and speaking).
  • Bengali (Fluent in writing and speaking).
