THE ROLE

To provide expert advice and lead large field health supply chain operations, to ensure an effective and integrated supply chain approach meeting the service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate in the formulation and implementation of corporate health supply chain strategy, service provision business model and solutions to meet Global Fund financed or other health supply chain projects’ operational requirements.
  2. Align service provision strategy, policies and programmes to the global supply chain strategy, including TSL (Temperature Sensitive Logistics) aspects, and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
  3. Analyze regional/country context and lead the design and management of end-to-end operational health supply chain and distribution networks, to proactively mitigate and/or address dynamic health supply chain challenges and obtain operational optimization.
  4. Design, plan and manage implementation of innovative health supply chain operations, initiatives and large-scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
  5. Lead supply chain planning for the project and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders and the ministry of health.
  6. Plan, monitor and manage resources to maximize effectiveness of large health supply chain operations.
  7. Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost effective health supply chain operations.
  8. Constantly review the performance of health supply chain operation to ensure that appropriate internal controls are in place.
  9. Coordinate management of service providers/vendors, fleet and warehouse operations to promote safe, efficient planning and execution of WFP health supply chain operations and safeguard WFP’s interest.
  10. Manage accurate and timely reporting including provision of substantial analysis of health supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
  11. Manage a decentralization of the operation – from design to implementation of at least 4 regional warehouses, including regional operational structure, assuring smooth coordination and quality of service.
  12. Ensure alignment of the project to WFP’s pharmaceutical Quality Management System (QMS).
  13. Lead, motivate and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
  14. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific health supply chain risks to enable WFP, governments and other partners to quickly respond and deploy health products and resources at the onset of the crisis.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Advanced University degree preferably in Pharmaceutical Studies, Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

You have:

  • At least eight years of experience in managing supply chain operations preferably health supply chain including coordination with internal and external stakeholders and supporting health programs

Language:

You have:

  • Fluency (level C) in the English language
  • Fluency (level C) in the French language

You have:

  • Experience in managing health supply chain operations including coordination with internal and external stakeholders and supporting health programs
  • Experience in shaping and implementing operational health supply chain strategies in a country, Global Fund financed health operations preferred
  • Experience in operational and strategic health supply chain planning
  • Experience in developing and managing relationships and national capacity building initiatives (with health focus) with UN agencies, NGOs, private sector and/or government organizations
  • Experience in implementing/setting-up health supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability, and quality
  • Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests
  • Experience supervising teams of professional staff
  • Strong organisation, communication and coordination skills
  • Strong drive, self-motivated and able to work with a high degree of autonomy
  • Effective interpersonal communication and negotiation skills
  • Proven and demonstrable project management skills

ADDITIONAL / NICE-TO-HAVE REQUIREMENTS

  • Operational experience in WFP service provision, especially health logistics
  • Experience or familiarity with WFP bilateral logistics service provision is preferred
  • Experience in implementation of bilateral logistics service operations in challenging environments (especially health NFIs) is an advantage
  • Experience in working for WFP CAR or similar context desired

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years. The selected candidate will be expected to relocate to Bangui, CAR. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
