The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

From 2024 and onwards, WFP will be implementing the new five-year Country Strategic Plan (CSP 2024- 2028) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified three outcomes to support over one million people in the country through programme activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

Capacity Strengthening (CS) approaches will be integral to achieving the CSP outcomes. The Country Office will utilize the WFP CS toolkit as the framework for monitoring and assessment of CS interventions. Emphasis will be placed upon gradual handover and transition of responsibilities to partner agencies.

JOB PURPOSE

The Supply Chain Officer NO-B (Capacity Strengthening) will be a one-man team supported by PHCO Supply Chain (SC) team, will report to the Head of SC Unit with overall guidance from the Deputy Country Director or the designated and will play a key role in multiple CS activities by leading internal and external engagements through a cross-functional collaboration and integration while fostering internal and external partnerships.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Leading SC Country Capacity Strengthening (CCS) engagements

  • Lead WFP SC CCS efforts on (i) identifying where CS approaches can be usefully employed; (ii) jointly with national actors formulating a capacity outcome statement (COS) tailored to the national context and strategies; and (iii) carry out key components of the CS toolkit (e.g., stakeholder mapping, capacity needs mapping, entry-point identification and implementation, etc.).
  • Fostering strong relationships with national counterparts through transparent communication and support in defining, designing, and leading engagements that contribute to national actor self-sufficiency and strengthened SC systems.
  • Desk review of national policy and regulatory framework documents related to national SC systems, and of internal documents such as evaluation reports, research and WFP corporate guidance.
  • Conduct/facilitate SC CCS missions in the country for overall CCS rollout, Capacity Needs Mapping and/or sensitizing/training CO staff for CCS.

2. Cross-functional collaboration and integration

  • Collaborate with non-SC units (school feeding, social protection, nutrition, etc.) to ensure that SCCS efforts in cross-functional domains are undertaken holistically, to identify opportunities for synergies, and so that CS approaches, methodologies and monitoring are consistent across the organisation.
  • Provide project management support to specific and defined CCS programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Proactively provide strategic guidance to CO management as they roll-out the institutional CS aspects of the Country Strategic Plan (CSP) to: ensure CS approaches are clearly and appropriately articulated and aligned with WFP’s corporate Theory of Change; actively promote cross functional collaboration so that SC strengthening perspectives are prominent in documentation (CSPs / Activity workplans); and are supported by appropriate resource mobilisation proposals.
  • Contribute to the formulation and review of Annual Country Reports and ensure that SC CCS activities are adequately represented by “telling the story”, and highlighting how WFP SC has contributed to strengthened national SC capacities.

3. Evidence generation and knowledge management

  • Manage the preparation and dissemination of timely analytical and critical CCS reports, publications, and a variety of information products or proposals for internal or external use.
  • Establish and maintain a SC CCS online knowledge repository to ensure that available knowledge, experience and lessons learned is shared and available.
  • Contribute on efforts to monitor and evaluate how WFP SC contributes to strengthened national SC capacities.

4. Resource mobilization

  • Contribute to resources mobilisation efforts for WFP CCS projects, including clearly articulating the need for CCS and related programme opportunities, and follow up on the resource situation of projects, seeking advice from senior colleagues where necessary.
  • Plan and raise resources to maximize effectiveness of country office operations.

5. Partnerships

  • Review existing food systems coordination mechanisms including food SC coordination platforms (teams, task forces, working groups) and key stakeholders’ engagement and challenges, and opportunities.
  • Identify key stakeholders supporting the Government in the implementation of its national food systems agenda, and review their mandates, role, strategic and programme documents in order to assess potential gaps and opportunities for WFP’s engagement.
  • Build and maintain productive partnerships with key counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective SC operations.
  • Facilitate stakeholder consultations at national and subnational level with representatives from identified key ministries and agencies to understand their priorities, plans, and areas of required support or collaboration relevant for WFP.
  • Undertake stakeholder consultations at national level with non-governmental players such as key UN agencies, and possibly from International Financial Institutions, selected donors, academia, and public and private sector entities.
  • Identify opportunities for WFP to fill gaps in national food SC systems as part of sustainable food systems, complementing other players. This would include a summary of potential areas of engagement with government ministries that have shown interest in collaborating, and with the private sector, civil society, and academia to advance on the multi-sector and -stakeholder food systems agenda. WFP’s comparative advantage to contribute with leverage for quality and/or scale should be highlighted in each opportunity.

6. Human Resources

  • Provide technical (CS) support, aimed at enhancing the skillsets of SC staff in WFP’s CS approaches, methodologies, tools and monitoring frameworks, such that they are competent and comfortable in roles as a mentor / guide / facilitator to a national counterpart institution(s).
  • Build capacity of CO technical focal points across the ten engagement areas, such as Logistics, FSQ and EPR on enhancing the CCS approach and activities in relevant technical domains.
  • Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective SC CCS programmes.

7. Others

  • Lead efforts that aim to support the Government of the Philippines to plan and implement SC operations for timely, cost-effective delivery of commodities and services. Apply an integrated/cross-functional approach, supporting all core activities in close cooperation with Strategic Objective and Activity managers.
  • Enhancing national/local SC preparedness by fostering stakeholder engagement and effective collaboration to strengthen national humanitarian SC capacities and its coordination mechanisms.
  • Review existing capacity gaps in SC preparedness, identify and prioritize specific CS opportunities at the national (and/or sub-national) levels and advocate for preparedness investment on the critical areas.
  • Other SC related activities as needed and applicable.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • With 5 years of postgraduate professional experience in supply chain and government CS
  • Experience with policy analysis and strategic planning processes
  • Experience coordinating supply chain activities with other units/ teams
  • Experience conducting analytical and conceptual work in support of strategy design and implementation
  • Experience in coordinating periodic planning across functions and with partners
  • Experience in analysing and supporting the implementation of end-to-end supply chain operations
  • Experience working with WFP partners
  • Experience in implementing supply chain improvement initiatives

KNOWLEDGE AND SKILLS:

  • Excellent understanding of SC management both in the commercial and humanitarian field in the context of strengthening the national (food, social or emergency) systems
  • Excellent understanding of social protection, disaster and climate risk management within the context of strengthening food systems
  • Excellent understanding of WFP’s mandate, food systems and SC policies, strategies, and programming
