THE ROLE

WFP has been present in Timor-Leste since 1999. WFP’s Country Strategic Plan (CSP 2018-2020) supports the attainment of the Government’s vision and contributes to the National Strategic Development Plan 2011–2030.

Supply chain activities are focused on the following strategic outcome: ‘National and subnational government institutions have increased capacity sustainably to deliver food, nutrition and supply chain related services by 2022’, with the following focus area: ‘Provide the Government and partners with technical expertise for the development of an efficient and effective supply chain management system’.

This involves building the capacity of relevant line ministries including the Ministry of Health, the Ministry of Social Solidarity and Inclusion (MSSI), and the National Logistics Centre (NLC) – with a particular emphasis on nutrition/health supply chains and a national (rice) reserve structure (including local supply and distribution).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Further development of a capacity strengthening roadmap for supply chain, describing how WFP will provide the Government and partners with technical expertise for the development of an efficient and effective supply chain management system in Timor Leste. This roadmap will describe WFP supply chain activities under the CSP and integrate WFP best practice and government supply chain strategy, policies and plans. 2. Perform a wide-ranging analysis of projects related to national Grain Reserves, map stakeholder’s active in the area of national Grain Reserves, identify gaps / shortcomings where WFP’s expertise can support the government’s national Grain Reserve establishment. Establish links with other activities WFP can assist with, such as small holder farmer’s capacity building / reduction of Post-Harvest Losses and consolidate findings in a comprehensive project implementation plan. 3. Support the Government of Timor Leste to plan and implement supply chain operations to ensure timely, cost-effective delivery of commodities and services. Apply an integrated / cross-functional approach, supporting all core activities in close cooperation with Strategic Objective and Activity managers (in the area of school feeding, nutrition and rice fortification). 4. Plan and raise resources to maximize effectiveness of country office operations. Conduct further fundraising activities/ financial analysis and budget reviews, drawing out insights and recommendations – for both WFP and relevant government institutions – to ensure multi-year support is achievable/sustainable 5. Support key ministries and institutions to prepare accurate, comprehensive and timely reports, dashboards on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders. 6. Contribute to both government and WFP preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable governments, WFP and other partners to quickly respond and deploy food and resources at the onset of the crisis. 7. Further position WFP as a supporting provider of logistics services in Timor-Leste, advocating for WFP service provision to the humanitarian partners in different fora, such as the Humanitarian Response Forum, UNCT and HCT. 8. Build and maintain productive partnerships with key counterparts amongst government (such as ministry of health, ministry of education, ministry of social solidarity, secretariat of state for civil protection, national logistics center and ‘SAMES’ – the autonomous government health procurement, warehousing and distribution entity) and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations. 9. Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance – including for staff embedded in government entities. 10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Supply Chain, Logistics, Engineering, International Development, Business or Policy or other related fields.

Experience:

With 5 years of relevant progressively responsible experience in government capacity strengthening.

Language:

• International Professional: Fluency (level C) in English language.
• Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. (Portuguese and/or Bahasa/Tetum would be advantageous.)

MORE ABOUT YOU

• Knowledge of Timorese Grain Reserve options and capacity strengthening strategies.
• Ability to analyse a variety of complex government supply chains, with proven experience in leveraging international best practice to inform same.
• Technical knowledge in EPR, farm to market initiatives and managing a SC team (partially embedded in government institutions).
• Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
• Proven fundraising/partnership expertise in Timor Leste.

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and is open to all nationalities. The position is based in Dili, Timor Leste and the selected candidate will be expected to be based in Dili. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
