  • At least five (5) years of relevant professional work experience in supply chain management or supply logistics in a health care emergency response.
  • Knowledge of information management systems and their application to supply chain management and monitoring is desirable.
  • Prior relevant work experience in WHO/UN system, health cluster partners, or relevant nongovernmental organizations is desirable.
  • Excellent organizational and managerial skills with the ability to multitask, deliver results in time critical scenarios, and solve problems.
  • Demonstrated ability to work in a multicultural, multidisciplinary environment.
  • Proven ability to manage diverse teams across different functional areas.

Organizational context and brief project description

The mission of WHO’s Health Emergencies Programme (“The Programme”) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will provide technical support in planning, monitoring, evaluating, and implementing the health logistics activities with a focus on medical facilities set up and management, organization and support of mobile health activities, logistical support to patients transportation, laboratory support (including sample transportation) and WASH (water, sanitation and hygiene) for the health facilities, in the context of the WHO’s emergency preparedness, recovery and response operations. Specifically for this role the incumbent will be supporting the Malawi country office’s response to the ongoing cholera outbreak.

Description of tasks

Within the delegated authority and under the supervision of the OSL Team Lead, and under the overall guidance of the Incident Manager and Head, the WHO Country Office (WCO), and working closely with counterparts at the respective WHO Regional Office and WHO HQ, other WHO staff and partners, the staff will:

  • Provide timely, proactive and expert advice and support, to the Incident Management team, OSL Team Lead and Head of WHO Country Office, on all supply matters in the context of the emergency response including coordination and communication with District offices as required;

  • Manage the implementation of the supply management tools and systems, propose different options of an adapted Supply Chain Management strategy to the OSL Team Lead and IMS Coordination team, as needed;

  • Ensure end-to-end follow-up of the requisitions placed for emergency response; develop and maintain an efficient and reliable tracking system;

  • Oversee effective and efficient warehouse management for WHO incident management;

  • Liaise with technical experts to ensure proper needs identification from stakeholders, and financial validation;

  • Coordinate with partners such as UNICEF and the MoH to manage the emergency supply response (request management, stock level, shipment, etc.);

  • Design KPIs to monitor the supply operations efficiency;

  • Provide regular reporting on OSL emergency response supply activities;

  • Perform any other related incident-specific duties, as required by the functional supervisor;

Qualifications / requirements

The incumbent must be a dynamic, multifunctional individual, who supports the Host Agency with professionalism, dedication and client orientation, and who must be willing to work on both programmatic/substantive aspects, and to provide operational/logistical services. The following qualifications are required:

Education

Essential: First level university degree in development economics, business administration, logistics, engineering, supply chain management from an accredited and recognized academic institution

Desirable: Training or knowledge of information management systems and their application to supply chain management and monitoring

Experience:

Essential: At least five (5) years of relevant professional work experience, at the national and international level, in supply chain management or supply logistics in a health care emergency response, or humanitarian response operations, or related area.

Desirable: Prior relevant work experience in WHO/UN system, health cluster partners, relevant nongovernmental or humanitarian organizations, work in the field of outbreaks and/or health emergency response.
