Job Description

JOB OVERVIEW

Supply Chain officer is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Supply Chain officer is responsible for planning, implementing and monitoring of supply chain activities with special to Enterprise Resource Planning (ERP).

Under the direct supervision of the Field Manager and Technical supervision of the Supply Chain Manager, the Supply Chain officer will be responsible for managing the Supply Chain functions to ensure efficient procurement and delivery of supply chain functions.

KEY RESPONSIBILITIES

1. Supply Chain Planning

The Supply Chain officer is responsible for Supply Chain functions at the Garowe office in support to the program implementation. Supply chain planning includes procurement, warehousing and asset management.

- - Developing procurement plans for active grants in collaboration with program teams. - - Developing and implementing transport & distribution plan for program supplies and assets. - - Attend meetings to set priorities and provide update on implementation on weekly basis - - Ensure procurement done are in procurement plans and focus to emergency interventions

2. Procurement Management

The Supply Chain officer is accountable for implementation of procurement activities, ensures all program procurement needs and plans are met on time in accordance with GSC and donors’ standards.

- - Carry out procurement in effective and compliance manner - - Liaise program leads and ensure item forecasts are shared for all new grants and upload. - - Support the emergency RFQs and tender process in accordance to the compliance - - Analyze higher threshold RFQ and RFP and create POs, Service orders in the Integra system, and submit final documents to finance through the system. - - Input/update shared procurement tracker with all ongoing procurement on daily basis - - Compile and keep vendors list and submit for creation in Integra system - - Monitor & ensure vendor contracts are updated with all supporting documents in file - - Carry out activity monitoring in field offices if required. - - Maintain procurement document filing according to policy and auditable - - Compile/share weekly procurement tracker with highlights of the pending activities - - Actively participate weekly SC meeting & provide your office updates - - Carry out market survey and share price index with the sectors

3. Asset and Inventory Management

The Supply Chain officer will be responsible for maintain and update asset and inventory records in the and share on monthly basis.

- - Provides support on implementation of IRC Asset policies. - - Maintain up to date inventory grants and report on monthly basis - - Compile and share monthly asset and inventory report - - actively participate Integra system trainings and discussions - - Participate quarterly asset verifications

4. Compliance and Ethics

The Supply Chain officer will be responsible for identifying and reporting compliance risk in supply chain processes, implementing procurement controls, identifying procurement red flags, implementing internal and external audit corrective action plans and ensuring all supply chain activities are conducted ethically.

5.Reporting

The Supply Chain officer is responsible for compiling Garowe office supply chain reports and forwarding to the supply chain manager.

- - Prepare and share weekly procurement activity tracking - - Prepare and share consolidated monthly inventory report - - Prepare and share monthly contract tracking and vendor database reports - - Prepare and submit ad hoc reports as required - Perform any other duties assigned by the supervisor/Field Manager

Qualifications

- · Bachelor degree in Logistics or Business Administration and any other relevant field. - · At least 2 years’ experience working as a Logistician and office administration for International NGOs. - · Good computer skills (Word, Excel); - · Skills in English and Somali- both speaking & writing. - · Able to work under pressure to pursue multiple tasks simultaneously to successful conclusions. - · Positive attitude with good sense of humor; Committed team player.

- Commitment, punctuality, proactive, a good team player, ability to work under difficult conditions in the field, trustworthy, honesty, etc - All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
