INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

This position manages all the procurement and Logistics procedures for DRC operations in Jijiga ensuring that all procedures and policies are followed according to DRC and donor procedures.. This is a key position within Logistics and procurement and carries responsibility for the integrity of the DRC's procurement and logistics system. operation assistant must be able to rapidly procure project supplies, services and equipment and manage all logistics related matters whilst ensuring best practices and maintaining audit-compliant records.

RESPONSIBILITIES

Specific responsibilities include,

  • Provide procurement services for all programs following DRC procurement policies and procedures.
  • Ensure weekly/monthly records of logistics
  • Ensuring that procurement is carried out in accordance to donor-specific polices.
  • Ensure the DRC warehouse is managed according to DRC warehouse standards and records are kept for audit
  • Participate in the vendors performance review.
  • In coordination with Finance and program departments, ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Make periodic random checks during loading/unloading operations to ensure that commodities by the trucks confirm to the quantity record on the truck waybill.

Reporting Arrangements

  • Provide on-time, standard monthly reports to the Operation Officer.
  • Provide monthly procurement analysis pre grant/location and categories.
  • Generate and / or maintain an DRC Pre-qualified Vendor database.
  • Generate and / or maintain comprehensive price list for goods, services and equipment’s purchased by DRC
  • Submit monthly list of commitments to Area manager and Finance

Experience and technical competencies: (include years of experience)

  • Vehicle fleet management. Including ensuring safety and standard of vehicles, management of vehicle running logs, booking and assignment of transport
  • Keep updated records of assets and equipment, disaggregated per individual donor contract
  • Ensure 100% security of the warehouses and the commodities
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services and equipments required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items, and be informed of current market conditions.
  • Support and provide the appropriate trainings for procurement to program staff as required.
  • Advise the Area manager of procurement-specific issues or improvements.
  • Any other duties or tasked delegated by Area Manager.

EDUCATION: (include certificates, licenses, etc.)

  • Degree/Diploma or Relevant qualifications in logistics or Business management another relevant field
  • Knowledge of generic procurement procedures and practices, NGO experience advantageous.
  • Familiarity with major donor and local regulations
  • Three years work experience in procurement,
  • Strong sense of personal integrity
  • Competent use of PC especially spreadsheets.
  • Good level of written and spoken English

LANGUAGE: (Preferable)

  • Somali language a definite advantage
