The Danish Refugee Council (DRC) is a leading protection agency with a mandate is to promote and protect durable solutions to conflict and displacement affected populations on the basis of humanitarian principles and human rights.

DRC has been operating in Ukraine since 2014, currently DRC employs over 250 staff in Ukraine and will continue significant scale-up in 2022 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for Supply Chain Officer to join our team in Poltava.

Overall purpose of the role:

Responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme.

Geographic scope: Poltava

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations. Duty station in Poltava with possible travel to east Ukraine.

Main responsibilities:

  • Support and administration;
  • Ensuring all the procurement processes are in line with DRC Operations Handbook;
  • Effective and efficient support to programs’ needs;
  • Develop and maintain relevant data base;
  • Maintaining the assets list;
  • Weekly and monthly status reports;
  • Warehouse management, including reporting and alert mechanism to program staff;
  • Assist in recruitment, training and capacity building of the logistics team;
  • Coordination of programme staff to ensure logistics involvement in the whole programme cycle;
  • Procurement of all goods and services;
  • Track all orders, purchases and deliveries;
  • Ensure that all logistics specific donor rules and policies are understood and respected;
  • Oversight of all purchase and service contract to ensure DRC's interests are protected;
  • Vehicle fleet management;
  • Fixed asset management;
  • Correctly apply ERP supply chain processes.

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility;
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources;
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc;
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Required experience and competencies

  • Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Good understanding of the procurement rules and regulations of major international donors
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Advanced English proficiency preferred
  • Fluency in local language

Required education Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification.

We offer Contract length: 3 months renewable depending on performance and funding. Designation of Duty Stations: Poltava Start date: As soon as possible. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
