Overall purpose of the role:

The Supply Chain Officers main objective is to provide support in the Supply Chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the Khartoum capital office with an emphasis on supporting logistics/procurement staff and functions including implementation of DRC Dynamics. The role is expected to contribute to strengthening the overall Supply Chain functions. This position will also ensure implementation of audit recommendation related to logistics and procurement.

They will be expected to assist on procurement, warehouse, assets, general equipment and fleet management for the whole country, ensuring that all logistics operations are managed and maintained in an efficient manner. As per DRC’s internal and donor procedures & as per the Operations Handbook.

Key Responsibilities:

Procurement Co-ordination

  • Assist Supply chain manager (SCM) and ensure the procurement are fully compliant as per the DRC Operations Handbook and donor’s requirement.
  • Draft ITB (National) documentation before advertising or inviting suppliers with SCM and requester
  • Assist and support SCM in ITB management (TOC report, technical analysis and contract award).
  • Assist and support establishing purchasing agreements for the key program items and routinely procured other administration items.
  • Organize procurement trainings for program staff and small-scale refresher training for procurement staff.
  • Travel to field office and ensure implementation of the audit recommendations related to the supply chain

Fleet Management

  • Assist SCM for compliance and implementation of Operations Handbook.
  • Coordinate with program and perform right sizing of fleet exercise.
  • Ensure an effective fleet management practice in DRC especially for the service contract vehicles for all country

Asset Management

  • Assist SCM and support in compliance and implementation of Operations Handbook on asset management.
  • Support country & Field SC team for monthly comprehensive country reports on Inventory/Assets, compile all report and provide to SCM

Inventory and Warehouse Management

  • Assist SCM for ensuring compliance and implementation of Operations Handbook on inventory and warehouse management.
  • Organize training for program staff and warehouse staff on stock ownership, stock management, release and accountability of stock return etc.
  • Provide monthly comprehensive country report on warehouse inventory to SCM (list and stock value in hand).

Equipment Management

  • Assist SCM for ensuring compliance and implementation of Operations Handbook on assets management.
  • Organize training for program staff and field staff on assets ownership, accountability of equipment of all country
  • Provide monthly report for assets for all country to SCM,

Transportation of goods, equipment and programme inputs:

  • Arrange with Team, to receive/transport goods from site to final/other destinations with good timely manner.
  • Keep track and updates of cargo status and shipments.
  • Review and check transportation reports/ Waybills

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance

Travel to Field

  • Required regular travel to offices in Central Darfur, South Kordofan and Gedaref.
  • Wiling to travel field in order to perform all above task for fleet management, equipment and stock management.

Experience and technical competencies:

• Minimum 2 years of relevant work experience and in-depth knowledge of the context • Experience in administrative tasks, including filing systems. • Excellent IT skills, experience in operating an ERP supply chain system will be consider an advantage • Experience with standard procurement procedures and documentation. • Advanced English proficiency • Fluency in local language
