The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The Policy Unit is currently hiring an expert to provide support to programme and policy work related to climate crisis, adaptative social protection, resilience and disaster risk

reduction (DRR).

Context

Based in the Country Office in Port-au-Prince, the Logistics Officer reports to the Country Director (or the designate) and the Head of Supply Chain, and is under the functional supervision of the Supply Chain Officer in charge of CBT and Services. The purpose of this position is to manage field supply chain operations and capacity strengthening project with the Government counter-part, and provide warehousing and stock management expertise, to ensure an effective and integrated supply chain approach.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Act as the primary focal point for capacity strengthening project with the General Directorate of the Civil Protection (DGPC) and supervise the progress of the project implementation ensuring the timeline is respected.
  2. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
  3. Provide expertise and transfer knowledge on the supply chain management, including warehousing, stock management and transport, to the DGPC and the WFP warehouse teams.
  4. Supervise the different ongoing initiatives in order to ensure the operationalization of the Logistics Base and improve the preparedness of the DGPC in case of humanitarian crisis.
  5. Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach and cross-functional operational alignment.
  6. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
  7. Manage accurate and timely reporting including funds consumption and provision of substantial analysis and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders, including donors.
  8. Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  9. Identify, mobilise resources, implement and report on special logistics operations.
  10. Manage service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
  11. Ensure effective commodity management and quality control.
  12. Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews.
  13. Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards.
  14. Coordinate and provide logistics support to on-going air, land or sea operations.
  15. Manage, motivate and develop a team providing coaching, training and guidance as required to ensure appropriate development and enable high performance.
  16. Perform other related duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT:

Ensure all the deliverable linked to the DGPC Capacity Strengthening project are delivered in a timely and cost-effective manner.

Provide regular reports on the advancement of the DGPC project, both for internal and external use.

Identifies opportunities to improve logistics operations effectiveness: contracting, infrastructure, stock management, warehousing best practices, etc.

Procedures and best practices are in place and staff adequately trained.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education :

University degree in business administration, supply chain, engineering, computer science, statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience

Experience :

At least 5 years of expertise in WFP Supply chain, including solid field experience in hardship stations and emergency responses. Demonstrated experience in planning and organizing, managing work programs and objectives, staff and budgets, and serving as a liaison with stakeholders/donors. Experienced in warehousing and stock management.
