Job Description

Major Responsibilities:

Under the direct supervision of the SCC/DSCC, the SCM - Roving will be responsible for the following based on an agreed Terms of Reference for each deployment to a field office:

- Manage and supervise discrete aspects of the SC function (Procurement, Warehousing, Transport/Fleet and Assets Management) while deployed to a field office.

1. Operations Support:

- Conduct assessments of field SC policies, procedures, controls, & performance in designated field offices. - Properly conduct Supply Chain Assessment Tool (SCAT) for every field office as per SC SOP. - Develop and support implementation of supply chain improvement plans (SCIP). - Inform SCC/DSCC promptly of any areas of concern or potential or suspected violations. - Support SCC/DSCC in Corrective and Preventative Action (CAPA) plan development and implementation. - Provide constructive support to SC staff to ensure effective compliance with SC policies and procedures. - Implement discrete, time bound SC initiatives which improve performance or compliance. - Ensure all the warehouses inventory documents and data is up to date for each grant. - Ensure and coordinate the inventory distribution with program staff before the grant closing date. - Ensure and coordinate the effective space management in the field offices warehouse for the new shipments.

- Ensure and coordinate the field supply chain monthly reports are accurately prepared and sent to the relevant department or supply chain staff in Kabul as follows:

- Monthly Vehicles Cost and Usage Report - Summary of Field Report - IRC vehicles log sheets. - Generators Log sheets - IRC vehicles log sheets. - Generators Log sheets

- Ensure that all field supply chain staff performance bring value for money.

2. Training & Outreach:

- Provide regular capacity building training to all SC staff on IRC SC policies, procedures, and systems.

3. Staff Management:

- Support SCC/DSCC in conducting interviews with applicants for SC positions when required. - Provide face to face and remote orientation to newly hired SC staff, at IRC main office or field offices. - Temporarily fill assigned SC position in Kabul or a field office, such as Supply Chain Manager

4. Technical Management and Systems:

- Participate in the development and implementation of supply chain systems. - Support in local and international tenders and contract management. - Develop the vendors list with complete details for all categories of spend. - Conduct vendors’ pre-qualification for the categories of (construction, financial service providers, and pharmaceutical products suppliers) as per the SC SOPs. - Professionally coordinate the establishment of MPAs/ MSAs for all categories of spend for KBL/FOs. - Support the procurement team in preparing the procurement package for RFQ, and RFP. - Provide comprehensive training to new supply chain staff for establishing MPAs and MSAs. - Provide refresh training to the supply chain staff in new and revised supply chain SOPs. - Cascade and support with implementation and delivery of SC initiatives. - Support the SCC/DSCC with SC initiatives implementation across the mission. - Act as “second line” advisory resource after SCC/DSCC for country SC staff. - In collaboration with the SCC/DSCC, support SC on defining and implementing the ideal SC structure. - Follow-up and support SC on the effective utilization of electronic systems through readiness assessment, clean and accurate data, proper usage, and feedback. - Ensure effective communication and collaborative planning between SC and other stakeholders to improve the SC activities implementation. - In close collaboration with the SCC/DSCC, support with strategy development and implementation. - Work closely with the SCC/DSCC and CP SC teams to develop SC strategies and goals that prioritize initiatives to improve operational capabilities, effectiveness, and efficiency. - Properly use and implement BvA, Box, Teams, Rescue net for all supply chain activities. - Properly use and implement supply chain standard operating procedures and templates.

5. Compliance:

- Ensure all supply chain staff are familiar and comply fully with the IRC Way policies. - Implement and sustain segregation of duties in procurement and other SC functions. - Review and provide feedback on assigned supply chain reports submitted by field offices. - Develop and support implementation of improvement plans. - Provide response and feedback to the compliance comments and challenges. - Promptly inform the supervisor and/or compliance unit of suspected supply chain policy violations. - Implement discrete, time-bound Supply Chain initiatives and improve performance. - Ensure supply chain staff comply with supply chain policies, procedures, and process. - Ensure internal control mechanism is followed by every supply chain staff member.

7. Reporting:

- Prepare monthly activities and each deployment accomplishment reports to SCC/DSCC. - Participate in all supply chain weekly and monthly catch-up call meetings.

8. Key Working Relationships:

Position Reports to: Supply Chain Coordinator and DSCC

Position directly supervises: Support and Supervise Kabul and field SCMs.

Other Internal and/or external contacts:

Close relationships with KBL and field offices SC staff at all levels, field Coordinators, and program staff.

Qualifications

Job Qualifications:

Education:

- Bachelor’s degree required. - Advanced professional certification in SC and/or emergency response management is strongly preferred.

Work Experience:

- At least 5 years of experience in handling humanitarian supply chain. - Strong ERP roll out and management skills. - Demonstrated ability to develop and roll-out supply chain policy and SOPs. - Strong training and mentoring ability. - Experience working with a diverse portfolio of donors and knowledge of specific donor guidelines. - Experienced and authorized to drive manual transmission 4WD vehicles.

Demonstrated Skills and Competencies:

Language Skills:

Fluency in English, Dari and Pashto is required.
