Strategic office context:

Pneumonia contributes the largest percentage of global under-5 deaths, and each year, nearly 1.5 million children who are admitted with severe pneumonia and related conditions will require advanced treatment. As part of UNICEF’s commitment to strengthening Primary Health Care (PHC) and fundamental to UNICEF’s Health and HSS strategies, Supply Division is committed to strengthening the supply chains that ensure equitable access to lifesaving maternal and child health (MNCH) commodities and programs.

Since the onset of the COVID-19 pandemic, UNICEF has supported governments through needs assessment, procurement, distribution, installation and maintenance of oxygen products, service contracting, capacity building and other efforts to strengthen in-country oxygen systems for long-term impact beyond COVID-19. With increasing demand for oxygen and related therapies and devices, UNICEF is committed to providing technical assistance to countries in their planning and delivery of essential services which require oxygen.

This position will lead UNICEF’s oxygen supply planning and MNCH health supply chain strengthening efforts to improve equitable access to oxygen and reduce pneumonia-related deaths, including COVID-19 related pneumonia. Reporting to the overall Oxygen Coordinator, the position will be the interface with countries to help them choose oxygen products; consumables; and supply chain services to optimize planning, procurement, delivery, installation, and maintenance of oxygen supplies.

The Supply Chain Manager will coordinate a team across UNICEF Program and Supply divisions; and be the main interlocuter with regions and countries to drive the implementation of supply specific results in the Oxygen strategy in support of the Oxygen Coordinator. Specifically, the position will focus on the implementation of robust, country owned oxygen supply plans and accompanying health and supply chain system strengthening plans for MNCH supplies. Oxygen supply related planning and implementation will be done in partnership with governments, the private sector and development partners.

How can you make a difference?

In supporting regional and country offices, the position will provide leadership on the development of national oxygen supply plans and health and supply chain strengthening strategies, produce/update and deploy needs assessment guidance and tools, lead supply chain technical assistance support to countries, facilitate partnerships with the private sector and local technical assistance platforms, and generate evidence of equitable oxygen supply access contributions to UNICEF’s broader primary health care (PHC) goals.

This position will also support the UNICEF Oxygen coordinator to report to donors, coordinate with ACT-Accelerator; emergency planning and response; support technical engagements on the many oxygen related supplies (cylinders, concentrators, PSA plants, liquid O2, consumables, etc.) and other oxygen and MNCH and PHC coordination mechanisms.

UNICEF continues to be a leader in identifying, piloting, and scaling life-changing oxygen products and service innovations. This position will support in-country scale-up of oxygen innovations in the UNICEF portfolio.

You will be accountable for:

  • Lead UNICEF’s supply chain strengthening efforts, as part of health system strengthening, to improve access to Oxygen for COVID-19 and Primary Health Care (PHC) services
    • Develop, disseminate, and monitor the implementation of UNICEF’s oxygen supply chain strengthening strategy as part of the COVID-19 and PHC response
    • In collaboration with UNICEF Supply and Program Divisions, provide technical leadership for driving efforts to for equitable access to oxygen at country level in support of the overall Oxygen Coordinator for UNICEF.
    • Contribute to or represent UNICEF in global oxygen (technical) supply chain groups and partnerships as designate by UNICEF’s Oxygen Coordinator.
  • Support regional and country offices by coordinating and providing technical assistance for supply planning and health and supply chain strengthening
    • Support UNICEF’s Oxygen Coordinator by coordinating requests for technical assistance from regions and countries for Oxygen supply planning and health and supply chain system strengthening; and also work with program on fulfilling quality of care and clinical requests.
    • Work with Supply Division Centre’s including the Health Technology Centre (HTC), to support the submission of quality procurement data to inform both procurement and market shaping
  • Facilitating in-country oxygen services technical assistance support
    • Define scope of different In-country oxygen technical services support modalities including Long-Term Agreements (LTAs), outsourcing to private sector providers or individual consultant rosters
    • Coordinate development of and technical inputs into oxygen services LTAs and Consultants roster TORs, technical review of applications and recommendations
    • Manage administration of regional and country oxygen services technical assistance support through LTAs, rosters and other modalities
  • Facilitating development and dissemination of national oxygen supply plans and health and supply chain strengthening strategies, guidance, and tools
    • Support the development and implementation of national oxygen supply chain plans and health and supply chain strategies and policies that steer in-country supply chain efforts
    • Develop and deploy guidance and tools for national supply chain strengthening including (but not limited to) distribution, service delivery network, installation, maintenance, needs assessment, distribution/ network planning and optimization, and capacity building
  • Supporting pilot and in-country scale-up of oxygen innovations
    • Support conceptualization and piloting of oxygen product and process innovations
    • Lead supply chain scale-up of viable oxygen product and process innovations

To qualify as an advocate for every child you will have…

Education An advanced degree (Masters or higher) in supply chain management; biomedical engineering, medicine (primary health care), public health, health systems or relevant disciplines is required.

A first level university degree (Bachelor's) in conjunction with ten (10) years of relevant work experience may be taken in lieu of an advanced university degree.

Work Experience

Required:

  • A minimum of eight (8) years of progressively responsible professional national and international level experience in the use of evidence-based methods to identify maternal and child health commodities (including oxygen) supply chain gaps, develop strategies to address these, implement supply chain strengthening activities working with a broad range of in-country health systems partners and document evidence from implementing these activities.
  • Demonstrated understanding and experience with managing oxygen systems needs assessment and planning, oxygen and associated medical devices supply chain bottlenecks, programming and implementation including oxygen use of broader maternal, newborn and child health context in low- and middle-income countries.
  • Knowledge and experience with supply chain strengthening approaches and global, regional, and in-country partnerships for addressing oxygen access gaps in low- and middle-income countries.
  • Strong experience with equitable access approaches in development programming.
  • Demonstrable experience with global, regional, and national partner coordination and collaboration, including with ministries of health/government.
  • Experience with and ability to manage and monitor regional and national supply chain capacity building initiatives. Good analytical skills and ability to clearly and concisely express ideas and concepts in written and oral form.
  • Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment.
  • Ability to supervise and direct a team of support staff.
  • Fluency in English (written and verbal).

Desired:

  • Familiarity with UNICEF and experience working with international humanitarian organizations (WHO, NGOs, donors).
  • Knowledge of another official UN language.
