Job Description

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary: The Supply Chain Manager works to provide supply chain service and ensure IRC and donor compliance in the procurement of goods including warehouse, inventory vehicle and assets services for IRC. The Supply Chain Manager will liaison with all program staffs, by focusing at Chat Pa Wai office in Ratchaburi and Sangklaburi office in Kanchanaburi.

Major Responsibilities: • Provide supervision support to Supply Chain Team in Pa Wai and Sangklaburi offices, ensuring their capacity in the area of procurement, warehousing, fleet management and asset management to fulfill the IRC operational needs and program implementation. • Ensure appropriate running of supply chain activities in accordance with the IRC Standard Operating Procedure and the doners guidelines • Ensure appropriate coordination with program staffs and other departments including Bangkok and other field offices • Ensure the Supply Chain Record Management and the compliance • Raise with Deputy Field Coordinator for Operations or Supply Chain Team in Bangkok for problem solving activities

Procurement Planning • Develop procurement plans for active grants, in collaboration with program Coordinators/Managers and internal and external stakeholders to support program implementation • Ensure program teams develop distribution plan for supplies and assets of closed grants in the warehouses • Facilitate coordination of supply chain field staffs to ensure that there are sufficient spaces in warehouses before receiving or dispatching • Implementing all IRC procurement SOPs • Monitor supply market and conduct market surveys & analysis

Procurement Management • Develop and implement category sourcing strategy and relationships with suppliers • Develop and regularly review Grant(s) procurement and distribution plans; ensuring resolution of all related issues collaborating with programs unit leadership. • Lead and facilitate tender process by developing and issuing request for proposals (RFP) and completing a purchase request process • Handle Negotiations with suppliers • Prepare, review and utilize Procurement contracts, including Master Agreements (MPA, MSA) for purchases, and ensure the documentation process in accordance with the IRC guidelines • Prepare and submit timely and accurate supply chain report(s) to support decision-making process • Maintain relationships with suppliers, and program staffs • Ensure the supplier evaluation and the agreement renewal in time

Inventory, warehousing, and asset management • Ensure appropriate warehouse set-up with suitable warehousing capacity • Ensure implementation of warehouse system and control mechanism in accordance with the IRC inventory policies including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies • Ensure inventory management, including drug storage, cold chain, food, and non-food commodities • Coordinate inventory disposal procedures • Conduct Asset needs assessment • Handle asset and property registration, disposal, and auction management • Ensure effective transportation solutions to support the smooth warehouse operation and program efficiency. • Participate the inventory counts activities and ensure the stock accuracy at all the responsible warehouses locations

Fleet Management • Oversee the Fleet management by working closely with Lead drivers in Chat Pa Wai Offices and Sangkhlaburi Office • Ensure proper set-up and optimal utilization of IRC vehicles, appropriate driving service arrangement and provide solutions for Fleet issues • Dissemination and adherence of the vehicle safety policies by all vehicle users • Conduct transport need assessments • Monitor fleet movement plans, vehicle repairs, drivers’ assignment, vehicle safety, and fuel consumption and capture them on the monthly report • Ensure vehicle condition, driving capacity and awareness of drivers for the road safety • Carry out the driving test and propose for the authorization to drive

Reporting • Provide SCMR Report on the supply chain activities in Chat Pa Wai and Sangkhlaburi Offices and submit to SC Bangkok on monthly basis • Provide asset and inventory count and report on the grant-end, year-end and in accordance with the donor requirements • Perform other duties as assigned by supervisor

Perform other duties as directed by the Field Coordinator.

Report to: Field Coordinator Position directly supervises: Supply chain officer, warehouse officer, senior driver, and drivers Indirect Reporting: Senior Supply Chain Manager, Bangkok external contacts: Vendor-Supplier, Agent, Landlord Internal: IRC staff

Qualifications

Job Requirements:

Education: Bachelor’s degree in a relevant field from a recognized university

Work Experience: Minimum of 7 years relevant work experience with INGOs. Demonstrated skills and competencies: Computer literate (minimum MS Word and Excel and preferably Access)

Language skills: proficiency in Thai and English (speak, write, and read). Supervisor skill, organization, prioritization, Collaboration and teamwork. Effective Communication skill, analytical and problem solving.

Working Environment: • The position is a national post and will be based in the IRC office in Ratchaburi, with travel to Kanchanaburi, Bangkok and Thailand-Myanmar border area as required
