Job Description

Deployment Scope

The Supply Chain Manager will focus on procurement and other program support activities as well as team capacity building under the direct supervision of the Field Co and technically under the SCC Ukraine. He/she will support emergency response procurement activities in the country/base in strict compliance with the IRC procurement policies and procedures and any put in place for this response and required by donors. He/she will put in place a scalable and adaptable supply chain structure to meet the growing and changing needs of emergency response programming. He/she will focus on last mile delivery to beneficiaries in coordination with program response strategy.

Responsibilities for that location/base

1. Supply Chain Planning

· Lead all aspects of SC planning including engagement with program leads on budgeting and strategy.

· Market Survey and analysis for critical operations services and basic program needs on demand.

· Support program leads in procurement plan review and once agreed action the plans

· Drive logistics capacity assessment including needs for rental of new vehicles, trucks rental, vehicle rental, fuel provision and or any master purchase agreement (MPAs) required for moving goods

2. Procurement Management

· Lead the team ensure that all procurement and contracted services are done in accordance with IRC Supply Chain procedures

· Identifying fraud and corruption red flags and address on timely manner.

· Establish reasonable and appropriate lead-time for all procurement of program supplies and delivery of goods to the program sites.

· Identify priority areas for MSA and MPA contracting needs

· Ensure procurement needs are prioritized and categorized with the procurement teams of Ukraine and Poland in an efficient and effective manner.

· Spot check procurement documentation, and analyse budgets for future procurement needs

· Monitor supply market and conduct market surveys & analysis.

3. Inventory Management and assets

· Responsible for setting up all inventory tracking systems and warehouses operation

· Ensure Implementing IRC inventory policies in all relevant offices.

· Ensure the IRC standard inventory tracking tools are in place and accurately maintained in each location

· Coordinate distribution activities with the central SC team and program coordinators.

· Coordinate with supply chain field staff to ensure that there is sufficient spaces in warehouses before sending program supplies to the field sites.

· Inventory control, including drug storage, Cold chain, buffer stock, contributions in kind stock (CIK) and other commodities

· Roll out asset policy in new locations and follow up on asset control in AoR.

· Asset maintenance and tracking

4. Office and Vehicles Management

· Ensure office & base is operational

· Responsible for setting up a fleet management system:

· Lead transport organization & prioritization of requests.

· Develop and monitor fleet movement plans, vehicle repairs, drivers assignment, vehicle safety, and fuel consumption.

· Develop vehicle management cost analysis and review, and usage of vehicle monthly reports to inform strategic decision-making process.

· Ensure the fleet legal status (customs clearance, registration, licenses, insurance) are up to date;

· Ensure base fleet management policy is implemented.

5. Reporting, Management & Capacity building

· Provide direct leadership for the supply chain staff

· Adhere to technical direction from the SCC

· Document Supplier Location, Order to Shipment Lead Times, and Transit times.

· Provide any training / mentoring for the SC team

· Ensure all weekly and monthly reporting is accurate and delivered on time

6. Compliance and Ethics

Responsible for identifying and analyzing compliance risk in supply chain process, set up basic procurement controls, identify procurement red flags.

Requirements:

- Advanced Degree, minimum 3 years of progressive Supply Chain professional experience or equivalent education and experience. - Demonstrated success as a Supply Chain leader across all disciplines within supply chain including planning, procurement and logistics - Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property and asset management - Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units - Fluency in English required, spoken proficiency in Russian, Polish and Ukrainian is a plus. - Ability to travel to remote field offices.
