Job Description

KEY AREAS OF ACCOUNTABILITY:

Responsible for the team management/coordination, directly supervise supply chain assistant and warehouse manager and to provide day to day guidance in order to process request as per IRC policy and process. Provide the technical oversight, input and supervision to support the staff coordination ensuring the delivery and implementation of the country logistics policies and procedures, including supply chain management, procurement, transport, distribution, management of vehicle fleets, communication systems, and assets management are strictly followed at all levels in the mission. Regular follow-ups with vendors and contractor for timely delivery and installation of goods procured in east area (Dnipro and Kharkiv). Oversight warehouse management and provide support in system implementation provide regular reporting, oversight the work of SC Officer and warehouse manager to ensure all distribution are well documented and recorded. Support the Logistics Coordinator through delegated task and responsibilities and replace/cover office staff in their absence. Ensure leave plan is followed and keep track to ensure no leave days remain for staff at the end of period. Work closely with Functional SC managers/coordinator in order to timely deliver requested items, set regular meetings and communication protocols with SCC As an active member of logistics team, facilitated all local procurement in compliance with IRC and donors procurement rules. To provide support to national procurement staff to prepare detailed solicitation documents including Requests for Proposals (RFP), Request for Quotations, (RFQ), Bill of Requirements with detailed specifications in liaison with procurement program manager To support and review Proposals and issued procurement plan review with program on regular bases, align with BvA, provide cost effective solution. Maintained efficient records and documents regarding SC , ensure reporting protocols for covered base as per SCC request. Participate on setting target and KPI s for logistics department. Ensure and develop curriculum training contents towards SC, program staff and partnership. Perform all additional tasks as per SCC request.

REPORTING

Consolidate and prepare monthly / quarterly logistics reports (procurement, stock, GIK, fuel consumption) and submit to the logistics coordinator as per requirement and the stated deadline Ensure that monthly / quarterly report along with all supporting documents.
