ABOUT THE JOB

The Supply Chain Manager is responsible to manage and ensure effective delivery of supply chain and other logistics services in compliance with DRC and donor policies and procedures. The SC Manager supports Supply Chain staff and functions in all DRC offices in Afghanistan, with frequent travel between Herat, Mazar, Jalalabad and Kandhar. Your main duties and responsibilities will be:

Responsibilities:

DRC Dynamics Implementation

  • Act as the Super user for DRC Dynamics (ERP System) – Supply Chain track to ensure training is cascaded to other users in the Afghanistan program for a successful transition to ERP.
  • Focal point for all preparatory requirements for ERP related preparedness. This includes training, data migration and liaising with the regional office for support.

Procurement Co-ordination

    • Manage the entire process in the planning of procurement and supply chain activities ensuring cost and time efficient delivery of services in compliance with DRC and Donors regulations.
    • Collaborate with Program staff, Area Managers and Supply Chain teams in field for proper procurement planning at project design and implementation stages.
    • Ensure that procurement plans are prepared, monitored and updated at Country and field office levels.
    • Conduct regular visits to each procurement office to assess and support compliance and implementation of Operation Handbook volume on Supply Chain (including all updated policies on DRC intranet) across all field offices.
    • Review Tenders (National and International) dossiers before advertising in close coordination with the regional and HQ support.
    • Provide support to field sites to manage the tendering process (TOC report, technical analysis and contract award).
    • Compile monthly reports received from field offices to provide country procurement reports to HOSS and when required to AMs.
    • Organize procurement trainings for non-logistics staff and small-scale refresher trainings (if/when needed) for Supply Chain staff.
    • Ensure implementation of DRC & external audit recommendations relating to Supply Chain components.
    • Ensure that all procurement documents are properly stored and archived to provide an appropriate audit trail for any internal and external audits.
    • Conduct market surveys in key categories to ensure that DRC is receiving best value for money.
    • Verify the Self compliance checks for all FO’s are verified prior to submission

Fleet management

  • -Ensure compliance and implementation of Operation Handbook volume on Fleet Management of (including all updated policies on DRC intranet) across all field offices.
  • -Provide monthly comprehensive country reports on fleet management (costs) to HOSS.
  • -Advise on Fleet utilization and right sizing of fleet requirements as per program needs

Assets Management

  • -Ensure compliance and implementation of Operation Handbook volume on Assets and Equipment Management (including all updated policies on DRC intranet) across all field offices.
  • -Provide monthly comprehensive country reports on inventory/assets to HOSS.
  • -Implement any available tools to improve the inventory management.
  • -Responsible for oversight of Warehouse and stocks Management in the Country Office
  • -Provide monthly comprehensive country report on warehouse inventory to HOSS (list and stock value in hand).
  • -Provide guidance in disposal methods for unused or expired commodities (broken, expired etc.) with prior donor/DRC Country Director approval.

Organization, administration and personnel management

  • -Participate to interview panel for all Supply Chain-related recruitment.
  • -Assist in revising/updating ToRs or JDs for all Supply Chain staff, in order to have uniformity throughout the country).
  • -Plan and organize regular training with relevant participants (Supply Chain, Program, HR and Finance) to ensure agreed and uniform systems to be implemented.
  • -Oversee the observance of the DRC Code of Conduct within the Supply Chain department, ensuring that staff in the department fully understand what corruption is and are trained at least once a year on the detail of the Code of Conduct and anti-corruption measures
  • -Ensure that all Supply Chain department staff in AFG are aware of the procedures to whistle-blow for corruption and other breaches of the Code of Conduct, including reporting mechanism.

Accountability

    • Accountable to ensure that all Supply Chain activities are conducted in accordance with the DRC’s Operations Handbook
    • Responsible to ensure that recommendations for improvements related to the Supply Chain Components (e.g. from audits) are implemented in a timely manner
    • Responsible to ensure that all allegations of breaches of the Code of Conduct by staff in the Supply Chain teams of Afghanistan are reported and with the support of the Head of Support Services and Risk & Compliance department, investigated and concluded swiftly.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • At least 8 years professional work experience in INGO;
  • Advanced knowledge of the ERP/Dynamics is required
  • Understanding of displacement issues and related international standards/frameworks.
  • Knowledge of the local context in Afghanistan is required;
  • Experience in Procurement and Logistics and Afghanistan Procurement Law is required.
  • Experience working with Government of Afghanistan is required
  • Working experience with DRC is an asset

Education/qualifications:

  • University degree in organizational development, Procurement, Logistics or related field(s) is desired
  • Good writing and communication skills;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with the staff and other stakeholders;
  • Ability to work in a deadline driven environment and undertake a proactive approach;
  • Excellent portfolio management skills, including strong budget management capacity;.

Languages:

  • Fluency in written and Spoken in English and the local languages is required.
