Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and fund management, and the provision of quality pharmaceuticals and health products. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the PR Programme of the Global Fund, which has been providing financial support to the GMS countries for Malaria programs since 2003. Global Fund has selected UNOPS as a regional PR, responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients (SRs) from the National Programmes, local and international NGOs, the private sector and other UN agencies. UNOPS in Cambodia is currently the Principal Recipient programme (PR) for the Regional Artemisinin Resistance Initiative (RAI).

Background Information - Job-specificThe Principle Recipient programme (PR) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ programmes implemented with Global Fund financing in the Region to ensure that synergies between different programme components are effectively developed.

The PR’s Cambodia team works in close cooperation with all PR teams in the Region, managing all grants in a coordinated fashion, including country grants for the Global Fund to Fight AIDS, Tuberculosis and Malaria as well as Regional Principal Recipients of GFATM regional grants for Greater Mekong sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam).

Functional Responsibilities

Under the direct supervision of the the Procurement and Supply Management Specialist and in accordance with UNOPS policies, procedures and practices, the Supply Chain Management Specialist is responsible for the planning and organizing of storage and distribution of specialized and/or high value medicines or health equipment on behalf of UNOPS as a Principal Recipient under the Global Fund Malaria grant of Cambodia and in accordance with the Financial Rules and Regulations applicable to UNOPS and policies and procedures governing UNOPS procurement activities and the procurement and quality assurance policies of the Global Fund. His/her duties include: General Coordination

  • Ensure the close coordination of logistics activities and customs clearance of internationally procured goods in order to avoid demurrage fees .
  • Ensure that all pharmaceuticals are stored and distributed following Good Storage and Distribution Practices according to WHO in order to preserve product quality.
  • Provide technical support on the analysis of specifications, cost implications and logistics for safe delivery both internationally and nationally.
  • Ensure close coordination of storage and distribution activities with all Sub-recipients under the Global Fund grant so as to preserve product quality and efficient delivery.
  • Monitor storage and distribution of key products procured under the Global Fund grant.
  • Ensure the collection, quality control and analysis of central and subnational stock reports (OD/HF) in order to follow-up results of the gap analysis with respective partners
  • Develop and apply storage and distribution strategies.
  • Provide technical advice and support to Sub-recipients on storage and distribution.
  • Ensure frequent collaboration and communication with both internal and external stakeholders so as to get work done.

Logistics Management

  • Ensure that goods and services are provided according to client needs with lead times that meet or exceed industry norms.
  • Ensure that all logistics actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;
  • Support the Set-up and/or update of the LMIS (Logistic Management Information System) and the Malaria Information System together with CNM and Partners.
  • Support the Micro planning and OD budget reviews, in preparation for bed net distribution.
  • Frequent mission travels to State / Divisions and Townships to provide support and to monitor activities at that level..

Knowledge building and knowledge sharing

  • Contribute to development and/or update of standard operating procedures to ensure best practices.
  • Organize and develop training for team members and Sub-recipients of all processes and procedures used as well as keeping informed of the progress of individual purchase contracts.
  • Shares daily inputs and reports with the Procurement and Supply Management Specialist and others as required.
  • Encourages routine and effective capacity building activities in order to build the long-term and sustainable capacity of relevant personnel.
  • Actively interacts and shares case studies, lessons learned and best practices with relevant team members.
  • Contributes to the oversight of lessons learned procedures, ensuring lessons learnt are shared in a timely and appropriate manner.
  • Participates in the relevant Communities of Practice and/or currents.

Final Product

  • Standard operating procedures to ensure Good Storage and Distribution practices
  • Obtain Customs Clearance approvals.
  • Plan for monitoring of storage and distribution of pharmaceuticals and health products and collect periodic stock reports.
  • Training plan for team members and Sub-recipients of all processes and procedures used in storage and distribution.

Education

  • Advanced university degree (Master's or equivalent is required. Preferably in Business Administration, Supply Chain Management, Public Administration, Procurement or other related field.
  • A Bachelor degree in combination with additional two (2) years of relevant experience may be accepted in lieu of the advanced university degree.
  • A relevant professional supply chain, logistic or procurement qualification would be considered an asset.

Experience

  • Minimum 5 years (or more depending on academic credentials) of professional-level experience in logistic, procurement, operation management, supply chain management, warehouse management or other related fields is required.
  • Experience of working with Incoterms or International Commercial Terms is strongly desirable,
  • Experience in using google software is an asset.
  • Experience in the usage of G Suite is desirable.
  • Knowledge of international pharmaceutical and supply management systems would be an asset.
  • Knowledge of Good storage and Distribution Practices established by the World Health Organization would be an asset.
  • Knowledge of UN rules and regulations, particularly UNOPS procurement procedures would be an asset.

Languages

Fluency in English and Khmer language is required.
