OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country, cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.In the context of Emergency Health and Nutrition Project funded by World Bank, the Project Development Objective is to contribute to the provision of basic health and essential nutrition services for the benefit of the Yemeni population.

DESCRIPTION OF DUTIES

Monitoring and Evaluation of EHNP in General,1. Contribute to the monitoring and evaluation of the project, results framework, following up on the indicators relevant to the project, baseline assessment tool, and coordination with third party monitoring.2. Assist the Project Manager in the establishment of an effective Monitoring and Evaluation (M&E) system and coordinate the M&E activities.3. Develop and strengthen monitoring, inspection and evaluation procedures.4. Monitor and evaluate overall progress on achievement of results.5. Assist in developing and updating project implementation plans and the subsequent implementation of project activities across the different subcomponents of the project.6. Tracking implementation of the project and expediting implementation of project activities.7. Assist in the overall implementation of the activities of the project subcomponents.8. Support monitoring and evaluation of the effects and impact of the project.Monitoring and Evaluation of the EHNP Supplies1. Monitor supplies project activities and progress towards achieving the project output.2. Implement monitoring and evaluation of supplies management systems. 3. Assist in ensuring that all supplies have delivered and tracked according to EHNP plans.4. Assist in reassessment of medical requirements of each targeted health facility and provide them with supplies according to their needs5. Assist in improving supplies distribution plans of EHNP supplies.6. Monitoring and evaluation of EHNP supplies at WHO warehouse and at the targeted health facilities levels.7. Assist in improving documentation system, labeling and tracking of EHNP supplies.8. Monitor and analyze EHNP supplies data to improve the overall progress of the project.Communicate and Cooperate with EHNP and WHO Teams,1. Work closely in teamwork with program teams such as M&E, Nutrition and Health.2. Communicate and cooperate with WHO sections such as logistics, procurements and warehouse to conduct successfully EHNP interventions within the time frame.3. Assist in activating the roles of WHO Hubs/FOs in regarding of monitoring and evaluation of projects interventions.4. Assist in identifying required training needs and support, design and conduct training for the field teams in area of M&E activities.5. Participate in improving surveys, studies and assessments.6. Assist in selecting the indicators for the monitoring and evaluation of implementation progress, outputs and outcomes of the project.Reporting and Recommendations,1. Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.2. Make recommendations to project Manager regarding improvements in achieving projects goals.3. Recommend further improvement of the logical frame work.4. Timely reporting on the progress of the project as per the reporting requirements of the project.5. Provide feedback to the Project Manager on project strategies and activities.6. Assist in developing guidelines, tools and reporting forms for monitoring of project implementation.7. Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.8. Participate in field visits as well as prepare feedback reports with conclusions and recommendations as necessary.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in business administration, project management related field or equivalent. Desirable: An advanced university degree(Masters level or above) in business administration, project management related field. Specialized trainings in public health, medicines, humanitarian response, emergency management.

Experience

Essential: At least two years of related experience in health operations, with proven field experience in monitoring and evaluation of health operations and response or in similar field. Desirable: 1.Relevant work experience in health emergency management.2. Related experience in development and implementation of strategies and action plans within WHO and/or NGOs agencies.3. Experience working in relevant governmental, nongovernmental, health cluster partners or humanitarian organizations.4. Experience with design, implementation, monitoring and evaluation of projects.5. Experience with computerized results-based management (RBM) and enterprise resource planning (ERP) systems.6. Familiarity (training and/or practical experience) with WHO Health Emergencies Response activities.7. Experience in evaluation and monitoring activities.

Skills

1. Demonstrated skills in supply chain management and monitoring and evaluation. Knowledge of the humanitarian aid projects and their implementation in emergencies contexts as related to public health, complemented by demonstrated ability to monitor and evaluate health interventions in the field.2. Proven skills in dealing with difficult situations and ability to communicate with the different stakeholders in satisfactory ways.3. Knowledge of principles, methods and techniques of public health, medicine and health service delivery as well as monitoring.4. Good time and stress management in pressing situations and conflicting priorities.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 41,349 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
