You have:
- Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management or procurement related field.
- Post graduate qualification in Purchasing and Supplies Management from CIPS Level 4.
- Minimum of 4 years of work experience in Procurement or Supply Chain at Supervisory level or leading a procurement team in a demanding work environment, preferably with an International NGO.
- Professional qualifications or any other recognized SCM certification is required.
- Sound public and negotiation skills coupled with attention to detail, maturity in decision making and time management skills.
- Strong reporting and analytical abilities with data and the use of MS Excel.
- Computer literate in MS Office and computerized procurement systems.
- Previous experience in managing procurement for donor funded projects/grants will be an added advantage.
- Must be a committed Christian, able to stand above denominational diversities.

Purpose of the position:
Responsible for coordinating zonal supply chain operations in alignment with national and regional strategies, ensuring timely, cost-effective, and compliant delivery of goods and services to support programme implementation. The role supports strategic sourcing, procurement planning, contract management, and compliance across clusters and projects. It includes supervising supply chain teams, facilitating policy adherence, and building capacity of staff and partners. The role ensures supply chain integration with programme needs while advancing continuous improvement, stewardship, and value-for-money.

Major Responsibilities:
Procurement Management-20%
Receive incoming Purchase Requisitions (Pending Buyer Action), verify specifications are clear, conduct sourcing event, update the PR with actual supplier record and release PR for approval. Follow WVI/WVDRC and donor Procurement Polices and guidelines in Supplier Award decisions under the applicable threshold. Manage PRs and PO Change requests coordinating with Requesters, Budget Owners and Suppliers. Advise and seek approval of internal customers of modifications from original requests. Ensure safe delivery and receipt of ordered materials Monitor and manage contracts with the various suppliers as appropriate for the assigned commodities. Preparation of Procurement Committee submission documents to ensure their comprehensiveness to allow an informed decision-making process. Facilitate Procurement and Evaluation Committee meetings and ensure that proper documentation is maintained.
Planning - 10%
Facilitates across all parties the timely resolution of issues that could impact meeting the needs of the requestor and communities. Identify alternative supply sources for materials / services not under contract Assist in the development and tracking of procurement plans for the project to ensure that the set targets are met. Provide guidance on user specifications for goods and services Coordinate with zonal teams to align procurement plans with operational priorities and budgets.
Process, Procedure and Policy - 15%
Conduct all procurement related tasks as per the approved procurement policies, processes and guidelines. Advice management regarding any challenge / risks / impractical guidelines. Collect internal and external customer feedback relating to the policies, processes and guidelines, and report to NO Management for improvements or change Review with Partners / Sub-Grantees, their SCM Policies, procedures and etc. to identify any gaps, document them under assessment reports, and capture under capacity building plans. Provide feedback to support the periodic revision of SCM policies to ensure contextual relevance
Control & Compliance -15%
Conduct supplier pre-qualification for all new-suppliers and maintain records. Participate in development of risk identification & assessment tools, registers and other tools and assessing SCM and contractual risks Maintain proper filing and record keeping as per the guidelines set by the management. Coordinate with Requesters to close out open POs in a timely manner. Implementation of agreed audit recommendations in the procurement process as per the guidance given by the supervisor. Periodically monitor the progress on implementation of recommendations to sub grantee and partners and update the management of all parties. Tracking of project contracts to ensure that all are current, active or closed out Lead preparation for audits and ensure timely response to SCM audit queries
Training and capacity building -15%
Coordinate, participate in, and/or train project staff on WVI Procurement Policies, Processes, and Systems Conduct Partners’ / Sub-Grantees’ capacity assessment and capacity building plans as per set framework / guidelines. Train the Partners / Sub-Grantees based on the approved capacity building plan, coordinate with internal stakeholders to monitor progress and submit progress reports to the management. Support onboarding and continuous learning for new SCM staff in the zone.
Supplier Relationship Management -10%
Accurately complete the master data management form (or contract/supplier register) Monitor and complete contract close-out, renewal or retender, as appropriate for the assigned commodities. Ensure that the suppliers understand contractual conditions and performance indicators. Consolidates all required documentation for presentation to Finance for timely supplier payment for materials and services delivered. Identify & resolve or escalate contract-related issues both internally and externally. Analyze supplier performance based on customer feedback information & other sources and coordinate with supplier for improvement. Engage local suppliers to promote localisation and long-term value creation.
Strategic Sourcing and Procurement Planning- 10%
Support SC Manager on the development of category strategies and approaches. Assist in managing relationships with key suppliers. Assist supply Chain Manager in negotiations for large/strategic contracts and direct content for key supplier contracts, including terms and conditions to mitigate risk for World Vision. Assist SC manager in communicating sourcing approaches to relevant stakeholders at zonal level Coordinate development of consolidated procurement plan for the zone. Support the SC Manager on the execution of the Market Assessment and Supplier Pre-Qualification process as per the set guidelines for the assigned categories.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Educational Qualification:
- Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management or procurement related field.
- Post graduate qualification in Purchasing and Supplies Management from CIPS Level 4.
Professional Experience:
- The candidate should have a minimum of 4 years of work experience in Procurement or Supply Chain at Supervisory level or leading a procurement team in a demanding work environment, preferably with an International NGO.
- Professional qualifications or any other recognized SCM certification is required. Membership to professional body is desirable (A member of CIPS). This position requires extensive knowledge about the industry.
- Sound public and negotiation skills along coupled with attention to details, maturity in decision making and time management skills
- Strong reporting and analytical abilities with data and the use of MS Excel, including pivot charts
- A proactive person with initiative and drive, honest with a high level of integrity; a team-player with good planning skills
- Previous experience in managing procurement for donor funded projects/grants will be an added advantage.
- Computer literate in MS Office and computerized procurement systems.
