KEY AREAS OF ACCOUNTABILITY:

Procurement – Sourcing

  • Responsible for implementation of Save the Children Procurement Policy and Manual and compliance with donor regulations across project activities in collaboration with Supply Chain team colleagues.
  • Provide input to the development of project procurement plans to ensure they are realistic and of high quality to support sourcing and Supply Chain team planning.
  • Collaborate with Country office Supply Chain colleagues to develop sourcing pipelines incorporating project requirements based on consolidated procurement plans
  • Action sourcing requests received, identifying appropriate routing and sourcing process.
  • Plan and implement complex sourcing processes for the project, ie. formal quotations and tenders, to ensure optimal sourcing outcomes.
  • Work with Country Office Supply Chain team colleagues to ensure all complex sourcing is undertaken in a consistent and transparent manner to ensure Framework Agreements (FWA) are in place in a timely way and value for money achieved
  • Manage supply base by tracking supplier performance, actively liaising with suppliers, and undertaking supplier risk management at the field level.
  • Document all financial benefits from sourcing processes undertaken
  • Ensure all required paperwork is available to provide evidence of the procurement processes undertaken and to meet donor and organizational requirements.
  • Prepare documentation to ensure suppliers and service providers are paid on time according to contractual terms and conditions.

Warehousing and Inventory

  • Ensure compliance with Save the Children and s policy and procedure for warehouse and inventory management and record keeping.
  • Ensure effective and accurate use of inventory systems (TiM) for all items under assigned projects.
  • Prepare regular inventory reports (coordinating with different projects) for project staff providing information on available stock, including stock expiry dates. Analyse monthly inventory reports and take necessary action.
  • Ensure regular inventory checks are undertaken.
  • Ensure distribution plans are prepared for all stock held.
  • Ensure proper management, tracking and recording of specialist inventory: eg with expiry dates, batch numbers, requiring cold chain etc.

Asset Management

  • Ensure that at CO and the field level all the project assets are recorded and movement tracked, with information input to maintain the central CO asset register.
  • Support with regular asset checks/verification is undertaken.
  • Provide regular reports on assets to Supply Chain and Operations teams on asset status.
  • Support disposal committee for any asset disposal, ensuring compliance with any donor or Save the Children policy and procedure.

Other:

  • Supervise staff as per authority delegation by line manager, defining delivery expectations, providing supportive and enabling supervision, and ensuring employees are highly motivated and productive.
  • Ensure safeguarding systems, standards and practices are applied in day-to-day responsibilities and in personal behaviour while works with staff, partners and beneficiaries.

Good Distribution Practise Compliances

  • Ensure that all operations pertaining to the procurement, storage, handling, and distribution of goods, including medications, are in accordance with the Good Distribution Practise Regulations.
  • Follow and implement Good Distribution Practise Procedures and report any deviations to the Responsible Manager/Focal Person.
  • Contribute to the continuous improvement activities for Good Distribution Practice.

QUALIFICATIONS

  • A Degree or equivalent qualification in Supply Chain Management or a relevant field.

EXPERIENCE AND SKILLS

Essential

  • Minimum 5 years of work experience in a supply chain or procurement-related role
  • At least 3 years of work experience in a development organization or NGO.
  • Experience and knowledge of working with complex donor compliance regulations eg USDA, USAID, EU, SIDA, UN etc.
  • Excellent technical computer skills including Microsoft Office and other computer software packages.
  • Good coordination and time management skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong networking and relationship building skills
  • Proven negotiation and influencing skills
  • Customer focussed approach
  • Experience in directly/indirectly managing a remote team
  • Experience managing a vehicle fleet, knowledge of vehicle mechanics and advanced driving skills
  • Excellent command of written and spoken English and Tamil/Sinhala.
  • Ability to work under pressure in difficult situations.
  • Ability and willingness to travel throughout the country.
  • Commitment to the values, mission and principles of Save the Children.

Desirable

  • Experience in emergency response/humanitarian environments.
  • Working experience with online supply chain systems will be an asset.
  • Experience working with food commodity management will be an added advantage.
