DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

Provide support to the program by undertaking technical and practical operational tasks to ensure smooth transportation, safe and efficient operation of safety and supply chain activities in accordance with the Fleet Operations Handbook, in addition to handling all maintenance tasks in the main office / DRC facilities and assist in basic procurement tasks linked to the operational activities and ensure proper archiving systems following DRC’s relevant internal procedures.

Duties and Responsibilities:

Fleet & Operations:

  • Control and supervise Damascus office in particular and the overall fleet / Operational efficiently and effectively in-line with DRC vehicles Operations Handbook and ensure fleet management standard operating procedures are enforced.
  • Ensure all fleet in the country operations has up to date documentation and maintenance schedules, following up with rental companies to ensure on-time maintenance and vehicle deliveries in-line with DRC framework contracts.
  • Ensure that all vehicles have log books, and that all drivers or staff with driving privileges are complying with all vehicle usage policy.
  • Ensure that drivers conducts daily and weekly vehicle checks, and monitor / record any faults or damages in proper documentation to ensure safe and in shape vehicle condition and follow-up on safety equipment in all vehicles.
  • Manage fleet staff and supervise outsourced service providers (Private taxi Co. + Car wash worker).
  • Closely coordinate with programme colleagues at office level to ensure efficient preparations of the movement schedules on weekly basis and follow-up directly with DRC drivers organizing the movements in coordination with the safety department.
  • Conduct monthly fuel consumption and vehicle utilization reports and compile them with field monthly report.
  • Ensure valid documentation for vehicles and drivers and have them archived in office at all times.
  • Prepare a daily transportation schedule and make sure that all drivers are following the plan.
  • Develop weekly/monthly field travel schedules, coordinating between program staff and drivers to allocate use of vehicles.
  • Coordinate the pick-up and drop-off the incoming and outgoing staff and guests from arrival and departure points.
  • Arranging transportation of goods and letters as required and ensuring accurate documentation is maintained.
  • Liaising with the Admin team to communicate with the local partners and government authorities to obtain security approvals, facilitation letters for staff trips whenever required.
  • Ensuring safety and security policy is implemented and matters related are reported to management.
  • Filling fuel for the generators and the heating systems in DRC main office, and facilities including Guesthouses & community centers.
  • Following on the maintenance issues inside the main office & GHs in coordination with the Admin team.
  • Coordinating with the maintenance service providers and procurement staff to allocate and execute the maintenance requests.
  • Responsible for closing and accepting maintenance requests and ensure payments to the outsourced maintenance works as per the DRC policies and procedures.
  • Coordinating with the focal staff in governorates to ensure that all the maintenance and filling operations have been completed.
  • Ensure all logistics related documentation and reports are well archived in DRC’s relevant platform (SharePoint).
  • Any other task requested by line manager as per the DRC needs.

Procurement:

  • Support in conduct market assessments in coordination with the Supply Chain Manager, and ensure procurement plans are effectively finalized and updated on monthly basis in coordination with Damascus programme colleagues.
  • Ensure all operational procurements are properly exceuted on monthly basis such as taxi payments, vehicle fuel and generators expenses, rental payments and others.
  • Assist in proper filing of all procurment related documentation meeting DRC Archiving policies (SharePoint).

Experience and technical competencies:

  • Minimum 2 years of relevant work experience.
  • Experience in administrative tasks, including filing systems.
  • Good IT skills, including experience in operating an ERP supply chain system.
  • Experience in supply chain management including procurement, transport and distribution.
  • Experience with standard procurement procedures and documentation.

Education:

  • Bachelor Degree in Logistics, Supply Chain Management, business administration or related field.
  • NGO experience is desirable.

Languages:

  • Arabic (Fluent)
  • English (Fluent)

Contract length: Six months (extension based on performance and funds)
