Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response. Job Overview/Summary: The Supply chain Assistant will work in Addis Ababa SC office under the direct supervision of SCO. He/she is responsible for the integrity of the IRC's procurement system, must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.

Detailed responsibilities and tasks:

- The implementation and / or maintenance of standard IRC procurement policies and procedures and donor-specific polices. - Assist SCO in the Tendering Processes of documentations and filling processes. - Provide procurement of goods and services in Addis Ababa. Ensuring that all Supplies, services, and equipment’s required are delivered in time. - Maintain of ethical, professional working relationships with suppliers. - Ensure SC documents are photocopied or softcopy on Box drive and well filled per grant - Ensuring timely payment of vendors and full, auditable support documentation is actioned. - Ensure frequent updating of BvA system and Clearing-up any pending issue from the BvA system in proper manner. - Implement a transparent and responsive procurement process. - Advise the SCO of procurement-specific issues or improvements. - Any other duties or tasked delegated by the supervisors. - Support SCO to secure ATC, VIF and business License - Support SCO to Scan procurement files and upload on Box drive

Key Result Areas

- Provision of effective, procurement service - Compliance to the donor requirements and IRC procedures - On time, standard PRTS reports to SCO

Other Internal and/or external contacts:

Internal: Regular relationships with program staff, Operations staff, and country Supply Chain staff at all levels

External: Vendors and Services providers.

Qualifications

Job Requirement

Education: Diploma/Degree in Business Administration/Financial Accounting or Logistics related field

Work Experience:

- 3-1 years of work experience in supply chain operations (Procurement) - Experience working with NGO preferred.

Demonstrated Skills and Competencies:

- Knowledge of generic procurement procedures and practices - Proven success as a procurement leader within supply chain including planning, procurement, and logistics - Good collaborator and influencer with effective interpersonal and analytical skills who work seamlessly across cultures, organizational units, and suppliers. - Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting - Good negotiation skills - Excellent skills in conducting market analysis and sourcing strategies. - Able to work effectively in a highly matrixed structure - Good mathematical skills.
