In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately. Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education*, and* Child protection.

How can you make a difference?

Under the supervision of the Supply Officer, the Supply Associate, provides a broad range of transactional, procedural, and administrative tasks in support of the efficient supply and procurement of the country office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery mechanisms.

Summary of key functions/accountabilities:

At the G-6 level, the below tasks are expected to be carried out with a high level of independence.

  1. Compiles lists of local sources of procurement, contacts local vendors for price quotations, prepares summary of bids including information on price and conditions of offer.
  2. Ensure establishment of Long-Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Organize bid openings and conduct technical and financial analysis of offers as might be required. Maintain highest level of integrity, ethical standards, and accountability in the procurement of goods, contracting of services.
  3. Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
  4. Coordinates meetings of the Tender Committee or Local committee on Contracts, by arranging for suitable dates and rooms, and by preparing and distributing files containing the cases to be presented.
  5. Once decision on supplier is taken, drafts PO, compiles purchase order documents for supervisor’s signature; ensures distribution of signed purchase document to all required offices and ensures obligation of funds is recorded. Provides procedural training and assigns clerical work to secretary.
  6. Monitor local procurement of supplies and services in terms of delivery, handover, quality assurance, and submission of invoices for processing.
  7. Follows up with different stakeholders for the timely processing of supplier invoices and resolve any hinderance to the process. Keeps record of supplier performance after each contract is completed.

  9. Responsible for bid opening of tenders; both service and supply. Keeps time schedule for all bids. Organizes bid opening committee and assure timely bid opening.
  10. Responsible for keeping accurate filing for all procurement activities – offshore, local, purchase requisitions – assets, consumables, and institutional.

To qualify as an advocate for every child you will have the below requirement:

  • Completion of Secondary School or equivalent, supplemented by courses in purchasing methods and/or accounting.
  • Six years of progressively responsibility in clerical or administrative work with specialized experience in purchasing a variety of materials and services.
  • Fluency in English and Arabic is required (verbal and written). Knowledge of another UN language (Chinese, French, Russian or Spanish) is considered an asset.
