UNICEF works with partners across Syria to deliver supplies, services and expertise in areas of Child Protection, Education, Health, Nutrition, Water, Hygiene and Sanitation for every child. UNICEF also provides humanitarian assistance when needed.

Syria continues to face one of the most complex emergencies in the world. Unprecedented humanitarian needs are compounded by displacement inside the country and across its borders, extensive destruction of civilian and social services infrastructure, devastating impacts on the economy, and most importantly, the breakdown of the social fabric that stitched the country together for decades.

Today, 90% of people in Syria live in poverty, most are unable to make ends meet or bring food to the table. Families have had their resources depleted, with limited employment opportunities, skyrocketing prices, and shortage of basic supplies. For most people, the current socio-economic challenges represent some of the harshest and most challenging circumstances they have faced since the beginning of the crisis 11 years ago.

In 2023, 15.1 million people need humanitarian assistance. This is the highest number of people in need ever recorded in Syria since 2011. The number of children in need - more than 6.5 million – has increased by seven per cent in the past year alone. This is largely due the ongoing conflict, continued displacements, the unprecedented economic crisis, deepening poverty, and unemployment. How can you make a difference?

You are responsible for assisting the uninterrupted supply of affordable and good quality supplies and services, adapted to the particular context and through compliance with UNICEF’s policies, procedures and ethics standards.

Summary of key functions/accountabilities:

  1. Procurement/Contracting:
  • Reviews incoming demands/requisitions/sales orders to ensure completeness and appropriateness of specifications/Terms of Reference. Supports sourcing of relevant suppliers of goods and services.
  • Where relevant, support product innovation and market shaping initiatives for specific categories of supplies and services providing relevant data.
  • Liaise with colleagues from respective programme sections in planning procurement and contracting initiatives, supporting development of relevant specifications, terms of reference, and logistics arrangements and timelines.
  • Prepares documentation for the establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Assists with bid openings, and technical and financial analysis of offers as might be required. Conduct clarifications with suppliers.
  • Prepare requests for award including submissions to Contract Review Committee. Preparation of tabulation sheets and assists in analysis of offers. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
  • Prepares Direct Orders (Purchase Orders) against existing Long-Term Arrangements (LTA) ensuring that the LTA has valid quantities and lead-time meets requirements.
  • Keep stakeholders/partners informed on the progress of procurement processes. Liaise with suppliers, ensuring timely follow-up on delivery schedules. Implement appropriate vendor management practices e.g. supply performance reviews.
  • Regularly extract reports on the status of the existing LTAs, contracts, Purchase Orders (POs) and take necessary action in liaise with Supervisor and in coordination with the relevant Programme.
  • Conduct local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.
  • Ensures continuous availability of data related to procurement including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • Any other duties as requested by the supervisor.

  • Support assessment of and collaboration with implementing partners and monitor of supply components under Harmonized Approach to Cash Transfers (HACT).
  • Maintain up-to-date files for all Procurement Service transactions, including a system for monitoring the various stages of each transaction.
  1. Other duties/responsibilities:

In collaboration with supervisor, provide input to help ensure knowledge exchange and learning is prioritized to continuously build capacity.

To qualify as an advocate for every child you will have the below requirement:

    1. Education****:
  • Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field
    1. Work Experience:
  • A minimum of 5 years of relevant administrative experience in supply chain management or a commercial context is required.
  • Understanding of development and humanitarian work is an advantage.
    1. Language Proficiency:
  • Fluency in English and Arabic is required.
