Org. Setting and Reporting This position is located within the Centralized Warehousing and Acquisition Requisition Unit in the Mission Support Service of the United Nations Support Mission in Libya. The position is based in Tunis, Tunisia. The incumbent will be under the overall supervision of the Requisitions Officer.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan owned ceasefire monitoring mechanism including through the facilitation of confidence building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within the limits of delegated authority, the Supply Assistant will be responsible for performing the following duties: - Receive authorized on-line requisitions for stores supplies from Chiefs of Section and Heads of Units; verify the requisitions and issue in accordance with Sections'/Units' monthly requirements; ensure that supplies are issued to requesting offices/Sections as per approved requisitions without delay. - Monitor stock of supplies in the stores; Conduct regular stock taking of expendable items in the supply stores and prepare reports on discrepancies observed; Inform Supply Officers on supplies which require stock replenishment in a timely manner. - Ensure that items in the supply stores are arranged in an orderly manner; Plan well in advance on expected delivery of supplies in order to maintain adequate storage facilities for in-coming goods; Implement Quality Control/Assurance to ensure the contractual terms, costs and schedules. - Assist in raising requisitions for services and items required by the supply Stores; Receive requests from offices and Sections and raise requisitions for goods /services required. - Assist Receipt and Inspection Unit (R&I) in receiving and inspecting goods delivered by vendors and managed by Supply Section; Process internal R&I reports for goods in the Supply Stores and forward to R&I unit for processing records of the goods in Galileo/Umoja, and issue to end users according to established procedures; Update stock cards for acquired products; Assist in weekly reconciliation of receipt and issues in order to confirm that nothing is being misappropriated. - Conduct periodic inventory verification of UN non-expendable property and attractive Property managed by Supply stores and update records in Galileo/Umoja by processing issue vouchers to individual/end users of UN property for purpose of transparency and accountability; Assist with ensuring implementation of the internal control systems including accounting, report and maintenance of all electronic/hardcopy records to ensure proper audit trail. - Prepare write-off requests for property, which is lost, obsolete or damaged; Receive technical evaluation report on damaged property or property which has become obsolete and raise request for write-off in the Galileo/Umoja system to facilitate submission to the Local Property Survey Board (LPSB) by Claims office; ensure that property approved for write-off and disposal is handed over to the Property Disposal Unit (PDU) in a timely manner. - Participates in the acquisition and the drafting of preliminary specifications for requirements, participates in the preparation of technical evaluation committees and presentations to Local Committee on Contracts. - Performs other duties as assigned by the supervisor

Education High school diploma is required.

Job - Specific Qualification Technical or vocational certificate in at least one of the following areas: procurement/contract management, inventory management, or supply management is required.

Work Experience A minimum of eight (8) years of progressively responsible experience in supply services, inventory management, procurement, logistics, project management or related area, is required.

Experience in supporting supply services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Understanding of international shipping and associated INCOTERM is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
