Job organizational context

The Health Manager (Supply Chain) is to be used in a large Afghanistan Country Office (ACO) where the Representative is at the D2 level and the Health Programme is a component of the Country Programme with the Health Team Lead at P6 level.

The situation in Afghanistan remains exceptionally complex, with a protracted emergency, characterized by economic santions, recurrent natural disasters, an increased number of people being driven into poverty, continued internal displacement, unprecedented levels of food insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. With the events of August 2021 and ensuing security and political changes including the establishment of a de-facto government by the Taliban have further added to the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This includes the need to establish a Health (Supply Chain) Manager to provide operational, transactional and guidance capacity to the Afghanistan Country Office to ensure urgent and resilient supply chain, so the health programs can continue. UNICEF envisions health systems that reliably deliver integrated service packages for children, adolescents, and reproductive age women, focusing on health, nutrition, WASH and HIV. A strong health system also facilitates child protection services, is linked to social protection and social welfare initiatives and the education sector, particularly for alleviating poverty, improving health literacy, screening, and ensuring early child development (ECD).

Purpose for the job

Under the direct supervision of the Principal Advisor/ Chief of Health, the Health Manager (Supply Chain) will support the Principal Advisor/ Chief of Health by playing a key role in strengthening the health supply chain. The Health Supply Chain operations includes, planning, procurement, contracting, customs clearance, warehousing, quality checks, in country transport and distribution, end user utilization and monitoring of Supplies. The Health Manager (Supply Chain) provides authoritative technical guidance and operational support throughout all stages of programming to facilitate the management and delivery of results on health, through building the capacity of the Ministry of Public Health and the NGOs implementing Sehatmandi and Mobile Health and Nutrition Teams in coordination with other stakeholders to strengthen systems that improve the quality of care for women and children. This will include the management of equipment and supplies of a complex nature with significant impact on program delivery, services, supply and logistics, processes, and systems, requiring advanced professional technical mastery and expertise in support of operations and program objectives. This requires coordinated functions with relevant Section Chiefs, Chief of Supply and UNICEF Supply Division in Copenhagen Denmark.

S/he will support the county health management teams (CHMTs) in strategy development, planning and budgeting and coordination to strengthen health system support for improved quality of care, promote universal access to quality, equitable health commodities and resilient supply chains at health facilities.

III. Key functions, accountabilities and related duties/tasks

Summary of key functions/accountabilities:

Procurement management system

  • In coordination with relevant program specialists/officers, develops procurement component of the health section plan.
  • Participate in the Country Programme strategy planning reviews to advice on procurement requirements for the Work Plans.
  • Provide technical advice to Government/NGO counterparts on budgeting and procurement planning to ensure cost-effective efficient management of supplies.
  • Contribute to budget management activities including monthly budget reviews, quarterly phased budgeting, and procurement planning to ensure progress of program spend is tracked and remedial actions related to areas of work within the role followed up.
  • Working in collaboration with relevant units of the Supply Section (Logistics, Contract Management) and the Supply Division in Copenhagen on shipping policies. Interprets and advises the health section on policies and procedures impacting on procurement & delivery of supplies.
  • Ensure preparation of the health commodity status reports as required by programs for donor reports, budget reviews, program analysis, annual reports, appeals, etc.
  • Support CMS for good storage practices and enhanced stock management.

System Strengthening – Capacity Building

  • At all levels, improving capacity for evidence-based planning, budgeting, supervision, and monitoring of priority interventions for children and women; integration with community-based systems to formalize contingency planning and emergency response capacity.
  • Promote integrated service delivery across the continuum of care through the health system.
  • Coordinate and maintain strong partnerships with other actors in health at central, provincial and district levels.
  • Strengthening supply chain management information systems such as the electronic Logistics Management Information Systems for Afghanistan.

Timely procurement of health commodities

  • Provide support and guidance to ensure that government/partners requests for procurement of Health commodities are clear and complete with the required details, including distribution plan and schedules.
  • In procurement of medicines on behalf of the government/partners ensure that each medicine brought into Afghanistan needs to be registered by the Afghanistan regulatory authority (unless the Government authorizes an exception in writing). In addition, ensures that all pharmaceuticals received have a Certificate of Analysis for each batch supplied.
  • Procurement Services support with Supply Division on behalf of the Health Section, including Agreements/MOUs are finalized.

Capacity building

  • Lead, plan and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on health related programs/projects.
  • Organize trainings for project staff and MOH staff on Supply chain system strengthening.
  • Provide advice and support to the Country Office and Government on proper delivery and utilization of UNICEF supplies and equipment.
  • Develop and implement Supply Chain System Strengthening training needs, assist in defining training needs, develop strategies to achieve targets and coordinate training activities.
  • Provide training in supply chain logistics to key health personnel during field visits.
  • Training on Supply Chain Management of medical commodities.

Partnership

  • Develop and maintain partnership and collaborative relations with Government, UN, and bilateral counterparts in system strengthening activities.
  • Inform Health Programs of slow moving inventory, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation.
  • Taking a leading role in the Medicines & Medical Supplies Technical Working groups.

IV. Impact of Results

S/He Makes decisions on policy interpretation and application at the country level in consultation with the Principal Advisor/ Chief of Health, Makes decisions on procurement strategies in consultation with the Supply and Procurement Manager, Specification of supplies to ensure projects supplies meet requirements of targeted goals and thus facilitates the delivery of concrete and sustainable results that directly impact the improvement of the health of the most marginalized and vulnerable women and children in the country. This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide program services to protect the rights of children, and to promote greater social equality to enable them to survive, develop and reach their full potential in society.

VI. Recruitment Qualifications

Education:

  • An advanced university degree (Master's) in Pharmacy, Public Health, Pharmaceutical Management, Supply Chain Management, Procurement, Logistics or a directly related technical field(s) is required.

Experience:

  • A minimum of eight (8) years of relevant experience, at the national and international levels, in program planning, management, monitoring and evaluation, supply, logistics and/or procurement, particularly within the pharmaceutical and supply management systems is required.
  • Previous work experience in supply chain management and procurement services and is highly desired.
  • Previous hands-on experience liaising with major donors involved in procurement and, especially relative to the provision of technical support and to effectively represent the organization in related technical working groups will be considered and asset.

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Relevant experience in a UN system agency or organization is considered as an asset.
