ORGANIZATIONAL CONTEXT

This position is based in WFP’s Barbados Office for Caribbean Preparedness and Response, directing the design and build of the E2E Supply Chain Management Smart System Software1. The WFP Barbados Office is a new office designed to implement a sub-regional emergency preparedness and response capacity-strengthening programme.

The consultant will support the WFP Caribbean Multi-Country Office/Barbados in its efforts to provide quality technical assistance, experience and capacity strengthening to the Caribbean Disaster Emergency Management Agency (CDEMA) along with its participating states to support emergency response in the region through the business requirements collection, solution alternatives identification, procure, adapt or design and build of complex End-to-End Supply Chain software solutions for CDEMA. The provision of a solution will be covered in this contract while the eventual build or adaptation will be handled separately and may imply a procurement process. This contract will enable the business process to be developed with CDEMA and CDEMA Partner States with technical input from WFP and in close collaboration with the regional stakeholders and, in particular, the 18 countries that fall under CDEMA PSs (with potential input from a further five Dutch Territories).

JOB PURPOSE

To lead the consultations, project design, implementation and deployment of new Supply Chain management process and related solution for CDEMA’s emergency responses, requiring the identification and in-depth examination of a vast number of technical factors with guidance from the Information Technology unit in the Regional Bureau and direction in specific technology stack aspects, and in collaboration with relevant stakeholders appointed/selected by CDEMA (e.g. country Disaster Management Offices, WFP, PS, Academics etc.)

To manage and direct staff performing the implementation or coding and testing of the E2E software solution. In coordination with the Regional Business Engagement Manager, to provide analytical advice in identifying and implementing appropriate IT solutions in order to achieve CDEMA’s / WFP’s Strategic Outcomes.

With guidance from the Regional Information Technology Data Coordinator, to manage, inform, support, and guide the data collection and processing as well as the associated reporting of supply chain information in line with expectations of key stakeholders relevant to the CDEMA E2E Supply Chain solution.

The job holder will have a specialized level of educational qualifications/training with 6 to 10 years of relevant experience in the field of Supply Chain Management with an emphasis on End-to-End Supply Chain design and implementation. Portions of the time on the contract will be spent in Barbados, the other CDEMA Partner States, and CDEMA in Barbados. This consultant will report to the Head of Supply Chain in Barbados.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage the provision of the End-to-End Supply Chain solution that will support supply chain processes across functions with CDEMA and its’ member states. The Supply Chain System modules will contribute to a fully traceable and accountable supply chain that tracks not only stocks but also all transactions within the supply chain process, from sourcing (where is possible, capturing provider(s), donors of in-kind goods etc.), shipping, inbound and outbound logistics, warehousing, secondary distributions, and final delivery up to the beneficiary where applicable.
  • Lead a series of high-level, local, and regional, multi-stakeholder workshops with CDEMA, the CDEMA PSs, WFP, UN, Government agencies, NGOs, donors, and other key stakeholders to guide the decision-making process and the implementation of the E2E Supply Chain System software requirements and design expectations.
  • Manage the E2E software business process mapping based on needs, expectations and goals identified; including but not limited to:

    • define the final requirements of the E2E Supply Chain Solution using the buy before build principle.
    • define hardware, SaaS (software as a service) requirements according to industry standards
    • provide tools and training techniques enabling provision of the E2E Supply Chain System.
    • Use user experience standards to ensure simple and intuitive user interphase that requires minimal training and or skills to use.
  • In consultation with WFP and other key stakeholders, provide an in-depth examination of technical factors relevant to the re-formulation and implementation of more efficient and effective CDEMA supply chain goals, process/workflow, and solutions to meet operational requirements demands and during emergencies contributing toward:

    • An enhanced accountably over in-kind donations and financial contributions from donors and other key stakeholders
    • Enhanced efficiency along the supply chain process, from identification of needs, sourcing, logistics and final distribution.
    • Enhanced transparency and easy access to relevant supply chain information during an emergency to key stakeholders, including but not limited to donors, PS, hosting government, NGOs etc.
    • Enhanced preparedness, providing technical recommendations and guidance and monitoring the management of relevant specific supply chain risks to enable CDEMA, WFP, governments, and other key stakeholders to quickly respond and deploy food and resources at the onset of the crisis.
    • An efficient management of service providers/vendors, port, fleet, and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFPs and other key stakeholder’s interests.
  • Provide guidance to the CDEMA Supply Chain Officer(s) to plan and provide technical assistance to member states on the implementation of innovative supply chain operations, initiatives, and large-scale services to ensure timely, cost-effective, and integrated approach within the core activities and services in the context of WFP’s broader activities in the Caribbean.
  • Manage continuous improvement and innovation initiatives with CDEMA analysing best practices from the humanitarian and development fields, academia, and private sector.

  • Coordinate the design and optimize systems, tools, SaaS and others to interphase within the E2E Supply Chain System solution modules as required, including warehouse, mapping, inventory, real-time tracking, support appeals, IT connectivity to all support functions and stakeholders throughout the region, social media visibility and campaigns to reduce/manage unwanted unsolicited donations in times of emergency response and stock control using the most modern systems that are tried and tested. Ensuring a completely transparent system that will contribute massively to the report needs and desires of CDEMA meeting the requirements of donors and other support agencies.

  • Manage the working relationship with the CDEMA Supply Chain team in their efforts to foster productive partnerships and build confidence with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector, and academia to share knowledge, and resources and build capacity, resulting in coordinated and cost-effective supply chain operations.

  • Coordinate supply chain mapping to suggest the selection of appropriate operation modalities to improve supply chain performance during emergencies in the CDEMA area of operations.

  • Ensure compliance with the key stakeholder’s established supply chain strategies, policies, procedures, and controls, and assist in the implementation of industry standards, with special emphasis on quality control, loss prevention, risk mitigation, quality reporting and cost-effectiveness.

  • Coordinate the establishment and review of KPIs of e2e supply chain operations to ensure that appropriate internal controls are in place.

  • Contribute to the progress of the Supply Chain team in the management of service providers/vendors, port, fleet, and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
  • Understand and provide accurate and timely reporting including the provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
  • Through the solution requirement analysis, management, eventual design and implementation of the E2E Supply Chain System, support motivation and capacity strengthening of CDEMA and member states, providing coaching, leadership, training and guidance as required to ensure appropriate response capacity development and enable high-performance results.
  • Understand the importance of incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • In coordination with humanitarian actors, deploy as needed to manage the E2E solution in emergency response (direct WFP responses or as technical assistance to CDEMA and participating states) as required.
  • Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Masters Level degree, preferably in Supply Chain Management, Engineering, Management Information Systems, Logistics, or another related field or bachelor's degree in Supply Chain Management, Engineering, Management Information Systems, Logistic with additional years of required experience.

Experience: Minimum 6 years of experience.

Language: Fluency (level C) in the English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience at the management level in the analysis of complex issues or the new development of methods/approaches requiring the identification and in-depth examination of numerous technical factors, while providing solutions to technical problems in supply chain management.
  • Experience/management in shaping and implementing operational supply chain strategies in inter-governmental, regional, and country settings and across borders.
  • Extensive management (at least 6 years) in the international aid arm of logistics/supply chain in complex emergencies and development contexts providing solutions to supply chain and logistical technical problems to international bilateral donors, UN agencies, NGOs, Govt. Counterparts and contractors/suppliers of goods and services.
  • Extensive experience in the management of software requirements analysis (SRA), business process modelling, optimization and design of complex software for procurement and supply chain management, including but not limited to; blockchain, real-time tracking systems, QR, barcode and RFID systems, recognition systems using biodata/metrics, translation technology, AI, voice recognition and command capability.

  • Experience in managing supply chain, and logistics operations including coordination with internal and external stakeholders supporting emergency programs.

  • Management in operational and strategic supply chain planning.
  • Management level experience in developing and managing relationships and national capacity-building initiatives with UN agencies, NGOs, private sector and/or government organizations.
  • Management experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability, and quality.
  • Experience in providing analytical advice and design of E2E supply chain solutions.
  • Capacity to design a procurement software module that works with CDEMA and the smart system using knowledge gathered during time with CDEMA.
  • Management experience with software procurement processes, negotiating service arrangements with multiple third parties respecting WFP’s best interests.
  • Experience in monitoring operational success and suggesting areas of improvement.
  • Management experience supervising teams of professional staff.
