Title: Human Resources Officer Level: NO-A (we encourage staff from GS-5, GS-6, GS-7, NO-A et P-1 levels, with the relevant experience to apply) Reports to: Human Resources Specialist, P-3 Duration: 1 month Section: Human Resources/ Operations/Bangui - CAR Location: Bangui – Central African Republic Republic (CAR) Dates/Duration: Stretch assignment from 1rst – 31 October 2023. Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

Background

Purpose of the Position

UNICEF CAR has finalized a PPC/ TRT/ PBR exercise to strengthen its operational efficiency and ensure effective program implementation. The implementation of PBR results requires staff recruitment and support activities. Faced with a gradual reduction in the size of the Human Resources team, the office is looking for an experienced and dynamic Human Resources Administrator (GS-6, GS-7, NO-A, P-1) to support the office's human resources functions.

Duration This stretch assignment will be for a period of One (1) month.

Key expected results

Purpose of the Stretch Assignment :

Under the direct supervision of the Human Resources Specialist, he/she will provide effective technical support in the recruitment of staff members (Staffs, UNVs, Consultants and SBPs).

Main responsibilities/ tasks:

- As HRBP and in close collaboration with the Hiring Managers, take in his portfolio the recruitment of National Administrator (NO) and General Services (GS) positions.

- Take charge of the recruitment and deployment process for UNVs, consultants and individual contractors (compilation of consultant recruitment plans, review of terms of reference, establishment of Consultants and Idividual Contractors (CICs), monitoring of expiry dates, closure of expired contracts and clearance).

- Compile and analyze position and personnel information and statistics for staffing trend reports (gender and geographic diversity).

- Perform a variety of assigned administrative tasks including scheduling and organizing HR appointments and meetings.

Minimum Qualifications and Competencies

Education:

University degree in human resources management, business management, law, international relations, or other related field, preferably supplemented by technical or university courses in human resources management or other related training.

Professional experience:

- At least 2 years' professional experience in human resources management, with some level of responsibility.

- Thorough knowledge of the principles, rules, regulations and procedures of human resources management in the United Nations system.

- Ability to extract and format data and perform statistical analysis.

- Ability to organize own work, set priorities, achieve results within deadlines.

Language requirements:

Fluency in French is required. Knowledge of English and/or a local language is an asset.

Funding arrangement This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

The Office will cover the ticket for economy class travel and 100% of the UN DSA rate during the first 30 days, and 50% DSA for the remaining time.
