Background

The COVID 19 pandemic has also presented further challenges at household levels; with the reduction in employment and loss of incomes in both formal and informal sectors resulting in the purchasing power of the poor being adversely affected and their access to food and other basic needs compromised. Furthermore, interruption and closure of local markets has also led to limited access to nutritious food such as fresh fruits and vegetables, especially for the urban poor and those feeding on special diets due to preexisting health conditions. The project was designed to support efforts towards strengthening the Namibian food systems to recover from COVID-19 pandemic, emergencies and related shocks through the Build Back Better (BBB) programme. The project aims to improve the livelihoods of informal vendors and small-scale farmers in 4 regions; Kavango-East, Khomas, Erongo and Hardap. The project will achieve this through multifaced interventions that are focused on:

(i) The prevention of further spread of COVID-19 through the provision of hand washing facilities for informal food markets

(ii) urban food production to mitigate humanitarian needs of food security and nutrition,

(iii) addressing socio economic impacts of COVID 19 by supporting the livelihoods of the vulnerable through income generating activities.

The Final Project Evaluation of the project titled: “Strengthening Namibia food systems to recover from emergencies and disease-related shocks through the Build Back Better (BBB) programme” implemented through the United Nations Development Programme (UNDP), which is to be concluded by of March 2022. The project started in March 2021 and is in its final quarter of implementation.

Duties and Responsibilities

The final evaluation is part of the project’s commitment to assess the achievement of project results against what was expected to be achieved and draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of similar future programming. The evaluation report promotes accountability and transparency and assesses the extent of BBB project accomplishments. The final evaluation will also consider linkages and intersections of UNDP Namibia Country Programme Document (CPD), and result areas spearheaded by the United Nations Sustainable Development Cooperation Framework (UNSDCDF) for Namibia.

Specific Objectives: The specific objectives of this BBB project final evaluation are to:

  • Take stock of the overall BBB project progress in Namibia, achieved against the project’s expected results, and contribution towards the UNDP and MAWLR.
  • Outline lessons learned and good practices that can be used in future identification, design, regular review, implementation, and monitoring of similar interventions.
  • Provide constructive and practical recommendations on factors that can contribute to BBB project sustainability and develop project transition based on the exit strategy.
  • Appraise BBB project achievements against its expected outputs and recommend ways to improve future partnerships with project's implementing partners/ target groups.
  • Assess relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project.

Scope of Work

Geographically the evaluation will cover all 4 regions in which the project was implemented namely: Kavango East, Erongo, Hardap and Khomas regions. The evaluation will also include all stakeholders in the project including beneficiaries. The evaluation consultant will be expected to identify these groups of stakeholders in coordination with UNDP and MAWLR and contact identified groups for data collection and/or consultations. Key findings and recommendations of the final evaluation will be shared with them for validation as relevant. The evaluation will be guided by the indicators in the results framework of the prodoc and will also identify any multiplier effects. The task will also involve an evaluation of gender-related results achieved under the programme. The evaluation should cover the UNDP quality standards for programming[1] including risk identification and risk mitigation measures in the context of COVID-19

11. Expected Outputs and Deliverables

  • Evaluation inception Report (15 pgs. max) and presentation: based on the terms of reference (TOR) and preliminary discussions with UNDP and MAWLR teams.
  • Evaluation debriefing after completion of the field work.
  • Draft evaluation report (50 pgs. max, including executive summary) and presentation to be submitted to the UNDP and presented to the evaluation review team members.

Final evaluation report and two summary reports guided by the minimum requirements for a UNDP evaluation report.

The total duration of the Final Project Evaluation will be approximately 20 days over a period of 5 weeks and shall not to exceed three months from when the consultant(s) are hired. The final deliverable is expected to be completed not later than 31st June 2022.

Competencies

  • Knowledge on UNDP and programming principles and procedures, the UN evaluation framework, norms, and standards; human rights-based approach (HRBA).

Required Skills and Experience

Education:

Master’s degrees in Social or , Development Studies, Public Administration, Business Administration, Evaluation Theory or a related field with working experience of minimum five years in development sector, including on gender equality and social inclusion.

Experiences:

  • Minimum 7 years demonstrated experience of evaluating development project and programme, monitoring, or social research with international organizations..
  • At least 5 years of experience on project design, Results-Based Management (RBM) and
  • participatory Monitoring and Evaluation methodologies and approaches is essential.
  • Knowledge of Namibia political, cultural, and economic contexts
  • Experience of conducting stakeholder interviews and collecting data Extensive experience working with development programmes with focus on governance, environment, Sustainable Development Goals, poverty, gender equality and related cross-cutting development issues.
  • Experience with UN/ UNDP
  • Strong knowledge of qualitative and quantitative data collection and analysis methods
  • Project Management experience is an added advantage.

Language:

Excellent written and oral communication skills in English required.
