Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Within the framework of the Cairo Declaration for Arab Women “The Post-2015 Development Agenda and European Union and UN Women joint programme “Spring Forward for Women”; the League of Arab States- Women, Family and Childhood Department (LAS WFCD), the European Union and UN Women have joined efforts in a partnership that enables the gathering of regional stakeholders from public, private, and social sectors to discuss how to enhance women’s access to and effective participation in economic life in the Arab region.

The Arab Women’s Economic Empowerment Network “Khadija” will act as a channel to exchange knowledge and advocate for gender-balanced approaches in the regional economy. The network comes within a broader vision to accelerate the participation of women in the regional workforce and improve economic performance.

Objective of the Assignment:

Under the direct supervision of UN Women ROAS Women Economic Empowerment Policy Specialist and in close cooperation with the Head of Department of Women, Family, and Childhood at the League of Arab States, the Technical Expert will draft a Strategic framework for the Khadija Platform for Women Economic Empowerment identifying the time span to ensure women have safer workplaces, fair access to resources and a share in economic policymaking, etc.

In the light of implementing the Economic Pillar in the Cairo Declaration: Development Agenda for women in Arab Region 2030” and building on the mandate, vision, and mission of the Khadija platform, the framework will reflect ways to promote women’s economic empowerment within the broader sustainable development agenda, with a focus on advancing women’s participation in the labor force, in particular in the green economy and with regards to climate change.

Duties and Responsibilities

The scope of work for the Technical Consultant will include but is not limited to:

  • Define how the establishment of a Khadija Platform can contribute to Women’s Economic Empowerment in the Arab Region and Economic recovery after Covid-19, with a focus on advancing women’s labor force participation, green jobs, and climate change in the next 5 years;
  • Develop a strategic framework accompanied by a result-oriented action plan to implement and monitor the functioning of Khadija Network, including a clear Theory of Change, Performance Monitoring Plan; Communications and Advocacy Plan; a resource mobilization Plan
    • Reviewing and updating the vision, mission, and mandate for Khadija Platform to incorporate the dimensions of green economy, climate change, and economic covid-19 recovery;
    • Undertake regional stakeholders mapping and analysis from social, private, and public sectors.

Required Skills and Experience

Education:

  • Advanced university degree (Ph.D.) in public policy or development studies; or Economics;
  • A master’s university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least seven years of professional experience in related fields; Gender equality and women’s empowerment of which at least five should be in the MENA region;
  • Experience working on GEWE frameworks and networks;
  • Proven experience in communication and advocacy plan and resource mobilization.

Language Requirements:

  • Fluency in Arabic and English is required.
