Organizational Setting The Regional Office for the Near East and North Africa (RNE) leads FAO's support to countries in the Region in transforming their agrifood systems to achieve the Sustainable Development Goals (SDGs). It identifies regional priorities for food security, agriculture and rural development and overall agrifood systems transformation, under the overall umbrella of the FAO Strategic Framework, 2022-31, and ensures the planning and implementation of FAO's strategic response in the Region through a multidisciplinary approach. It implements approved programmes and projects, monitors programme implementation, and ensures that they contribute to addressing regional priorities. RNE also advises on the incorporation of regional priorities into the Organization's Strategic Framework and Programme of Work and Budget. RNE supports regional policy dialogues, facilitates the emergence of regional partnerships, and supports knowledge exchange, capacity development and resource mobilization for food security, agriculture and rural development in the region. It develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The post is located in the Regional Office for the Near East and North Africa (RNE) in Cairo, Egypt.

Reporting Lines The Strategy and Planning Officer reports to the Assistant Director-General/ Regional Representative (ADG/RR), with technical guidance from the Office of Strategy, Programme and Budget (OSP) at FAO headquarters.

Technical Focus Respond to regional priorities in the context of the FAO Strategic Framework through the identification, planning, and implementation and monitoring of FAO's priority activities to achieve results in the region.

Key Results Comprehensive technical and policy expertise to support the planning, implementation and monitoring of corporate programmes and projects.

Key Functions • Contributes to the design and implementation of policies and procedures to achieve full interdivisional and full regional priority groups collaboration in strategic planning, results-based programming and budgeting, implementation, monitoring and reporting. • Leads and delivers tasks associated with the preparation, review and analysis of the Organization's Strategic Framework, Medium Term Plan, Programme of Work and Budget (PWB) and Programme Implementation Report. • Leads and delivers analyses associated with the corporate programmatic resource mobilization strategy for the region. • Manages components of the procedures and systems for work planning. • Contributes to the development and operation of the corporate results-based monitoring and reporting system. • Performs other duties as required.

Specific Functions • Acts on behalf of the Budget Holder for Regional Office resources leading the preparation of biennial workplans, corporate programme and budgetary reports and other regional inputs into the corporate results-based programming and budgeting, implementation, monitoring and reporting processes, in consultation with the Office of Strategy, Programme and Budget (OSP). • Contributes to the planning, formulation, and implementation of the regional programme, including the preparation of high-quality programme and budget analytical reports and analysis, including integrated analytics and visual materials that highlight relevant trends, opportunities and threats to support senior management decision-making. • Provides dedicated technical support in strategic planning and analysis to key parties and senior management. • Monitors the execution of regional programmes to ensure adequate management of resources, ensuring regional expenditures do not exceed allocation and comply with corporate policies and guidelines. • Leads and supports regional strategic dialogues to review progress against objectives and targets, assesses significant strategic developments and considers potential strategy reorientations. • Leads or supports the development and implementation of capacity-building initiatives related to programme and budget management in the region.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in business administration, economics, agriculture, development economics, international development or related fields. • Seven years of relevant experience in planning, monitoring and evaluation, financial analysis, business administration. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in strategic planning, budget formulation, monitoring, and reporting, through the implementation of results-based budgeting (RBB) within international settings. • Extent and relevance of experience in analysing large data and use of complex spreadsheets for budget management and modeling. • Extent and relevance of experience in collecting and analysing information from textual, database and human sources. • Demonstrated skills in conducting consultations and building consensus. • Extent and relevance of experience in the use of computer tools for analysis and communication.
