Result of Service UNDSS strategy in relation to information and anticipation is developed and an implementation plan completed; USG feels well-advised in relation to strategy, risk, and project considerations.

Duties and Responsibilities Under the general oversight of the Under-Secretary-General for Safety and Security and the day-to-day supervision of the Chief of the Strategic Planning Service (SPS) the consultant will:

1. Provide independent strategic advice to the USG and leadership team as they conceptualise and implement the Department’s strategic goal on the approach to identifying, rationalizing, and making use of information in relation to foresight and anticipation.

2. Make independent recommendations in relation to how a new approach to information and foresight could subsequently fit into revamped UNDSS work processes;

3. Advise on the links between the UNSMS results chain and the role of information for foresight and anticipation and propose options and tools for the way ahead;

4. Advise on the skills, training, and mentoring required to foster the integration of analysis as a core function within all operational staff in the Department.

5. Serve as a facilitator of Departmental processes around strategy conceptualization, operationalization, and monitoring.

6. Provide independent advice on the UN system’s security needs insofar as they relate to enabling programming, delivery, and impact.

Qualifications/special skills Advanced university degree (Master's or equivalent degree) in international relations, security, conflict, humanitarian, or political affairs, or a related subject. A minimum of 15 years experience in security programming, concepts, and analysis is required. Experience working in a security capacity for a large international organization is required. Extensive experience in security foresight and operations in international humanitarian, peace, security, and development programming is required. Demonstrated experience in applying lessons and best practices to security programming challenges is required. Experience in application of theoretical concepts into strategy development in relation to international relations, security, public policy, conflict/crisis affairs or related area is desirable.
