BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Over the past few years, the United Nations World Food Programme (WFP) has responded to an unprecedented level of emergencies, many in high-risk areas, while maintaining ongoing operations. The Management Services Division and Administration functional area deliver high-quality, people-focused support to WFP field operations in the areas of oversight and risk management, facilities, asset, contract, and fleet management, and travel and protocol services. The function serves as the organization’s administrative backbone, seeking to ensure that WFP programmes and objectives for changing lives and saving lives are delivered efficiently and cost-effectively, while at the same time guaranteeing compliance with relevant laws and regulations. We also have organizational cross-cutting co-ownership of Occupational Safety and Health and Environmental Sustainability. The responsibilities of our Administration professionals include managing travel, accommodation, and protocol support; delivering and maintaining fit-for-purpose facilities; managing WFP’s pool of assets including light & armoured vehicles; and providing guidance on oversight, internal controls, and anti-fraud management.

The Management Services Division is finalizing its strategic workforce planning exercise and will commence building a prioritized action plan focusing on the recommendations highlighted in the final report. The Division is undergoing transformation and requires a talent strategy that responds to the short and long-term implications including strengthening the Division's emergency response role. Under the general supervision of the Chief, Field Support and the Staffing Coordinator (MSDS), the candidate will define and implement innovative and effective strategic workforce implementation interventions and capacity development solutions that prioritize change management and optimal workforce development, talent management including surge (emergency), capacity and leadership and development strategies. The incumbent will implement the right organizational model, identify the required capabilities, and promote a culture aligned to the Strategic Priorities of the Management Services Division and in line with WFP’s People Policy.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Under the direct supervision of the Chief, Management Services Field Support and Staffing Coordinator (MSDS) the incumbent will perform the following duties:
  2. Acts as an interlocutor between the function, its Staffing Coordinator, functional Subject Matter Experts, the HR (Human Resources) Workforce Planning and Strategy Team (HRWPS), and other partners (Talent Acquisition and Learning and Capability Development teams)
  3. Provide HR partnership to the Division, and promote a culture of continuous learning, growth mindset and knowledge sharing.
  4. Leads and support capacity development practices across the Division in partnership with the learning and capability team (HRMTC) to deliver the full spectrum of Learning management practices
  5. Accountable for crafting a learning and development calendar in consultation with the Director, Chiefs, and HR Capability team for performance coaching, mentorship, and leadership development.
  6. Build and maintain a strong talent pipeline for critical roles, to meet and anticipate the current and future needs of the Management Services Division and Administration functional area - including Surge (emergency response), Consultants, Interns, and volunteers.
  7. Assess the current situation related to contract modalities and provide guidance related to the establishment of more effective contract use and development of job families and career paths within the Division and functional area.
  8. Manage and coordinate the review and revision of the generic job profiles.
  9. Undertake learning demand planning, delivery and Project manage the implementation of learning and leadership programmes in the Division.
  10. Build leadership teams and People manager capabilities to own and drive the learning and leadership development agenda as a strategic priority and support a progressive learning culture.
  11. Contribute to strategic decisions making as the HR Focal point and oversee contracting and other people-related administrative processes by liaising closely with the Director, functional Staffing Coordinator and Management

DELIVERABLES EXPECTED AT THE END OF THE CONTRACT:

  1. Action plan on the operationalization of Strategic Workforce Planning recommendations
  2. Assessment of existing positions and recommended job families and career path/framework completed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or training/courses.

    Experience:

Knowledge & Skills:

  • A minimum of six years HR functional experience with at least two years in capability development, learning, organization design or change management experience

    • Experience working as an HR Strategic Business Partner
    • Experience within a functional area within WFP is a strong asset ideally in an RB/CO context
    • Experience in launching and implementing a global and high-priority/sensitive project
    • Experience in communication, engagement and change management as part of the rollout of a complex initiative/project
    • Proven record of accomplishment in significantly contributing/steering an analytical and data-driven project
