Background

Background:

On 3 June, the Security Council, through resolution 2579 (2021), established the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The resolution mandates that UNITAMS will have the following strategic objectives, working in close collaboration with the Transitional Government of Sudan and under Sudanese sovereignty:

  • Assist the political transition, progress towards democratic governance in the protection and promotion of human rights and sustainable peace.
  • Support peace processes and implementation of the Juba Peace Agreement (JPA) and future peace agreements.
  • Assist peacebuilding, civilian protection, and rule of law in particular in Darfur and the Two Areas.
  • Support the mobilization of economic and development assistance and coordination of humanitarian and peacebuilding assistance.

This consultancy focuses on mandate implementation across pillars two and three recognizing that implementation of the JPA is contingent on the establishment of a vast array of Commissions, Committees, Funds and other Mechanisms which vary in different geographic areas of the country. Within that context, the Peace Commission is the body that will be tasked with implementing the JPA, with the law establishing the Peace Commission expected to clarify how the Peace Commission will coordinate with other JPA implementing mechanisms. Once fully configured, the Peace Commission is likely to be the focal point for developing a prioritized, sequenced and costed implementation plan (“National Peace Strategy”) at national and sub-national levels, taking account of the different availability of funding. This will need to be a living document that is regularly reviewed and revised.

In parallel with the development of a National Peace Strategy, UNITAMS/UNCT will also develop a UN/Sudan Peacebuilding strategy, mainly for Darfur, the Two Areas and the East, building on the Sudan Peacemaking, Peacebuilding and Stabilization Program (SPPSP) and the Sustainable Development Cooperation Framework between the UNCT and the Government of Sudan.

Duties and Responsibilities

Objectives of the Assignment:

In order to underpin work on the National Peace Strategy and the UN/Sudan Peacebuilding Strategy, the consultant/advisor will keep UNITAMS and UNDP abreast of political dynamics related to the implementation of the Juba Peace Agreement at both national and sub-national levels.

In order to ensure UN programming is effectively tailored to different parts of the country, the consultant/advisor will contribute to the conflict analyses to be developed in five states that will form part of the Country Context Analysis (CCA) for the UN Sustainable Development Cooperation Framework and the national consultations around the Integrated Strategic Framework plus (ISF+).

To provide support to the Peace Commission in preparing a sequenced and prioritized plan to implement the JPA, at national and sub-national levels, reflective of available or potentially available resources (“National Peace Strategy”) and on the basis of consultations with Government of Sudan, the consultant/advisor should assist UNITAMS and the UNCT to develop a UN/Sudan peacebuilding strategy for Darfur, the Two Areas and East Sudan.

Scope of Work:

This consultancy is a joint activity between UNITAMS and UNDP. Accordingly, the consultant/advisor is required to work, in close coordination/consultation with the UNITAMS Senior Peacebuilding Officer and UNDP’s Peacebuilding Specialist on the following tasks for a total of 70 working days to be used no later than 31 December 2021:

  • Assist finalization of the Sudan Peacemaking, Peacebuilding and Stabilization Programme (SPPSP) on the basis of feedback provided by UN Sudan, international partners and the IFIs.
  • Contribute to the conflict analysis to be developed in five states (still to be determined) that will form part of the Country Context Analysis (CCA) for the UN Sustainable Development Cooperation Framework and the national consultations around the Integrated Strategic Framework plus (ISF+)
  • Report on political dynamics related to the implementation of the Juba Peace Agreement at national and subnational levels.
  • Assist the UNITAMS Senior Peacebuilding Officer to develop a UN Sudan peacebuilding strategy – building on the inter-agency deliberations around the Sudan Peacemaking, Peacebuilding and Stabilization Programme (SPPSP) - particularly for Darfur, the Two Areas and East Sudan.
  • Assist UNITAMS and UNDP in supporting the Peace Commission to prepare a sequenced and prioritized plan to implement the Juba Peace Agreement at national and sub-national levels, reflective of the JPA’s different tracks and potentially available resources (“National Peace Strategy”). This also includes the assistance in the design and when needed in the facilitation of a peace-implementation costing exercise under the auspices of the Peace Commission.
  • Help facilitate national consultations that frame peacebuilding and development programmes.

Competencies

Selection criteria and basis of evaluation

Submissions will be evaluated based on the cumulative desk review analysis of the technical competence (weight: 70%) and financial criteria (weight: 30%). Only candidates obtaining a minimum of 70% (49 points) of the technical evaluation would be considered for the financial evaluation.

  • Master's degree, preferably in international development, international affairs, public administration, public policy, development economics, or other relevant field, or extensive compensating experience in public service innovation/public sector governance reform/restoration of core government functions in fragile settings etc.
  • A minimum of 15 years of relevant policy, research and programming experience in public service innovation, international development, public sector governance, local governance, social cohesion, local development, basic service delivery, recovery planning, gender, peacebuilding and conflict-sensitive analysis.
  • In depth knowledge of Sudan and the Juba Peace Agreement, crisis management, prevention and response and ability to apply to strategic and/or practical situations in different development situations.
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders).
  • Excellent organizational skills and ability to work effectively in teams, delivering through and with others.

Expected Outputs and Deliverables

The consultant/advisor is expected to accomplish the following deliverables, within the below mentioned tentative timeframe:

  • Sudan Peacemaking, Peacebuilding and Stabilization programmatic framework with UNITAMS
  • Contribute to the development of the UN Sudan peacebuilding strategy
  • High-level national consultation facilitated (as required) on peacebuilding and development programmes.
  • Reports relating to political dynamics related to the implementation of the peace Agreement.
  • Assist UNITAMS and UNDP in supporting the Peace Commission to prepare a sequenced, prioritized and costed implementation plan to implement the Juba Peace Agreement (“National Peace Strategy”). Including a peace implementation costing exercise.
  • Conflict analyses for the five states conducted that will form part of the Country Context Analysis (CCA) for the UN Sustainable Development Cooperation Framework and the national consultations around the Integrated Strategic Framework plus (ISF+).
  • Location of Assignment

This assignment will be carried out in Khartoum, Sudan.

Duration of Assignment

This contract comprises 70 working days (estimation) to be used not later than December 2021.

Management and Institutional Arrangement

This consultancy is a joint activity between UNITAMS and UNDP. The consultant/advisor will be reporting to Senior Peacebuilding Officer and UNDP’s Peacebuilding Specialist.Recommended Presentation of Offer

The following should be included in the offer;

  • Letter of Confirmation of Interest and Availability using the template provided by UNDP.
  • Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three professional references.
  • Brief description of why the candidate considers him/herself as the most suitable for the assignment.
  • The consultancy proposal shall be all-inclusive fixed total contract price.

Contract Price and Schedule of Payments

  • The Contract price will be all inclusive lump sum amount including professional fees, insurance, communication, travel costs, etc., related to the fulfilment of the deliverables stated in the Deliverables/Outputs table above. The contract price remains fixed for the entire duration and will not increase even if the contract is extended to allow the Contractor to complete the delivery of the contract milestones due to mutually acceptable reasons.
  • The payment will be made to the contractor upon delivery of the agreed deliverables.
  • The living allowance (DSA) in Sudan will be paid on actual number of working days upon submission of time sheet and approval of supervisor, in line with the UNDP Travel Policy, not exceeding max. number of working days (70 days) for this assignment.

Required Skills and Experience

Education:

At least a Master's degree, preferably in international development, international affairs, public administration, public policy, development economics, or other relevant field, or extensive compensating experience in public service innovation/public sector governance reform/restoration of core government functions in fragile settings etc, required.

Experience:

  • A minimum of 15 years of relevant policy, research and programming experience in public service innovation, international development, public sector governance, local governance, social cohesion, local development, basic service delivery, recovery planning, gender, peacebuilding and conflict-sensitive analysis; required.
  • In depth knowledge of Sudan and the Juba Peace Agreement, crisis management, prevention and response and ability to apply to strategic and/or practical situations in different development situations, required.
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders), required.

Self-management, including conflict management/negotiating skills, desired.

Languages:

Fluency in English, both written and oral required; knowledge of Arabic an asset.
