Background

Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women supports improved UN coordination and accountability mechanisms, and up-scaling of the quality of support provided to Member States in addressing national gender equality priorities. UN Women’s coordination work is supported at the regional level by its Regional Offices – working with the UN Development Group (UNDG) Regional Groups and the Regional Coordination Mechanisms. At the country level UN Women supports and works within UN Country Teams (UNCT).

UN Women has placed emphasis on improving its planning and results-based management as an organization. The Regional Offices support and provide guidance to UN Women Country and Programme Presence Offices in planning and results-based management.

Reporting to the UN Coordination Specialist, the Strategic Planning Specialist will provide support to the Regional Office (RO) and Country Offices (COs) in the East and Southern Africa region on strategic results-based programme planning,; Providing technical support to the Regional Office and the Strategic Planning, Partnership and Coordination Unit (SPPCU) on UN interagency, UN programming and coordination work; Providing technical support to the UN System at regional and national levels on coordinating joint efforts for GEWE; P****roviding technical support to UN Women on GEWE related inter-governmental processes; Providing technical support and guidance to the development of strategic partnerships and resource mobilization efforts; and facilitating knowledge sharing.

Duties and Responsibilities

Provide technical and coordination support to country offices in the East and Southern Africa region (ESAR) on strategic and results-based programme planning

  • Provide advice on the formulation of concept notes for UN Women's intervention areas; as well as the office’s Strategic Note;
  • Support the development of country programming processes and products, including the Annual workplan, Strategic Note, and programme/ project documents, the preparation of United Nations Sustainable Development Country Framework (UNSDCF) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcomes/results. Alert the Country Office on critical issues to be addressed.
  • Provide programmatic development support to UN Women offices in the region and the Regional Office, based on the Strategic Note
  • Provide strategic and specialized technical support on the development of systems, processes and mechanisms to support programme planning and implementation.

Provide coordination and technical support to the UN System at regional and national levels on coordinating joint efforts for Gender Equality and Women’s Empowerment (GEWE):

  • Provide coordination support to gender theme groups (GTG) role in implementation and monitoring of regional coordination processes;
  • Provide technical and coordination support to the development, implementation and monitoring of other related inter-agency efforts on GEWE such as the UN-wide Action Plan on the Prevention of Sexual Exploitation and Abuse (PSEA).
  • Liaise with the UN RSDG Opportunity and Issue based Coalitions, ensuring improved coordination between the GTG and these Groups and improved gender mainstreaming in the Groups’ work;
  • Provide technical and coordination support to regional UN planning and reporting processes in relation to GEWE.

Provide technical support to UN Women on GEWE related inter-governmental processes:

  • Provide technical inputs to or draft reports and documents related to inter-governmental processes that require UN Women’s feedback;
  • Review, analyze and draft summaries of reports and policy documents, and of intergovernmental outcomes, from a gender equality perspective; and draft documents (i.e. concept notes, briefing notes and presentations);
  • Provide knowledge management inpyt and information flow on UN Coordination on GEWE and inter-governmental processes within the UN Women office;
  • Provovide coordination and logistical support to government and CSO participation in inter-governmental processes;
  • Participate in briefings and training for relevant government and other stakeholders on relevant processes and mechanisms, draft key messages, lessons learnt and good practice.

Build partnerships and provide support in developing resource mobilization strategies

  • Provide technical and coordination support on resource mobilization initiatives
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Manage knowledge building efforts

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

  • Timely and quality contribution to the working groups and other coordination meetings;
  • Quality inputs and technical support provided to UN agencies;
  • Quality inputs to planning processes and reports;
  • Quality briefing notes, and communication and advocacy materials;

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes;
  • Experience in the development, planning, implementation, monitoring and reporting of programmes;
  • Experience working in gender equality and women’s rights at the international level is an asset;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset.

Language requirements:

  • Fluency in English is required
  • Knowledge of French is an asset.
