You have:

  • Professional work experience in consultancy, development, design to governmental and public institutions at national and international levels in governance establishment, policy planning, monitoring and evaluation, or data analysis.
  • Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
  • Accuracy and professionalism in document production and editing.
  • Capacity to synthesize and convey complex strategic ideas clearly through written reports, presentations.
  • Excellent analytical and research skills, including experience with desk research, contextual assessments, and stakeholder mapping.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Sound security awareness.

Contract

This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

This assignment forms part of a UNDP project that strengthens Ukraine’s government system for crisis management and recovery by promoting sustainability, effectiveness, and transparency in emergency coordination and strategic planning. Building on progress to date, UNDP will review lessons learned and pinpoint strategic priorities for the coming years to inform a new intervention that reinforces institutional integrity, anti-corruption measures, and recovery-oriented governance. The initiative will: (i) support national and local authorities in advancing anti-corruption efforts and institutional mechanisms; (ii) promote culture of integrity across all levels of government, (iii) strengthen information resilience and building the capacity to counter disinformation; and (iv) enhance institutional capacities and foster multi-level governance collaboration. To lead this work, UNDP seeks a Strategic planning expert with proven experience in governance, anti-corruption who will steer the conceptualisation of the new initiative and ensure full alignment with national recovery priorities and international standards.

  • Advise on the development of a strategic vision for a new long-term initiative focused on strengthening institutional integrity, anti-corruption practices, and recovery-oriented governance, including the formulation of expected outputs, results framework and related documentation; -Draft and share a strategic direction and thematic priorities, particularly in the areas of transparency, accountability, and multi-level governance;
  • Conduct desk research, contextual analysis, and stakeholder mapping to support evidence-based programme design and alignment with recovery priorities and international standards;
  • Provide recommendations on how to align the new initiative with existing UNDP and government-led programmes, ensuring coherence, complementarity, and value addition;
  • Support the preparation of strategic or background briefs required for internal review, including input into concept notes or draft proposals;
  • Perform other duties as assigned by the supervisor and UNDP Ukraine Leadership.

Eligibility for the assignment is granted to Ukrainian nationals, who have legal residence or refugee status in a country outside of Ukraine.

The volunteer shall organize his/her accommodation by themselves.

Entitlements of UN International Youth Volunteer:

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2221 is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
