Expected duration Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment. Please note that the monthly rate for Band C varies from CAD$ 7,562 to CAD$ 10,910 The duration of this assignment is 11 months with possibility of extension.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Secretariat consists of the Office of the Secretary General, five Bureaus, seven Regional Offices, the Finance Branch, the Office of Internal Oversight, and the Ethics Office. The five Bureaus are as follows: the Air Navigation Bureau, the Air Transport Bureau, the Technical Co-operation Bureau, the Legal Affairs and External Relations Bureau, and the Bureau of Administration and Services, which are located at ICAO Headquarters in Montreal. The position is located in the Office of the Secretary General (OSG). The ICAO Transformation Team is an expert team fulfilling Transformational Objective strategic functions on behalf of the Secretary General ensuring that ICAO is Strategically aligned under the Transformational Objective, the Transformation Strategy is executed and the portfolio of Transformational Output Programmes and Projects are co-ordinated and reported centrally to give an integrated view.

The incumbent carries out her/his mandate by providing expert design advice on the Strategic Operating Model and ensures the go to model is functional, stress tested effectively and incorporates all significant operating procedures resulting from the Transformational Objective outputs. The incumbent acts with minimal supervision, under the overall guidance of and reporting directly to the Head of the ICAO Transformation Team. S/he exercises initiative in the day-to-day conduct of the work, by prioritising stakeholder engagement and co-ordinating cross functional working to ensure effective and efficient results.

The Transformation Team ensure the Transformation implementation plan is facilitated and maintained and manages the integrity of the Strategic Operating Model. The Team also provide expert advice, guidance and strategic updates to Transformational Output owners and key stakeholders.

MAJOR DUTIES AND RESPONSIBILITIES

Under the guidance and supervision of the Head of the ICAO Transformation Team, achieving the following results:

Function 1 (incl. Expected Results) Co-ordinates design and manages an integrated view of the Strategic Operating Model, achieving results such as:

  • A functioning, efficient and effective core Strategic Operating Model for ICAO.
  • A clear set of core operating procedural principles and standards to maintain.
  • Collaboration to drive input from all Transformational Output Programmes and Projects.
  • Decommissioning of legacy processes and procedures.

Function 2 (incl. Expected Results) Ensures integrity of the Strategic Operating Model is maintained, achieving results such as:

  • Effective end to end stress testing of process design and (re)-engineering.
  • A developed interactive and organizational wide accessible Strategic Operating Model.
  • Effective design authority to co-ordinate and approve all elements of the Operating Model.
  • Independent assurance and problem resolution.
  • Effective communication of all operational change.

Function 3 (incl. expected Results) Drives change management through Programmes and Projects, and liaises with Secretariat leadership to ensure a streamlined implementation and embedding of Programme and Project outputs, achieving results such as: - Enables robust communication and engagement strategy. - Ensures inclusion and understanding for stakeholders and colleagues. - Ensures the pace of change is actively managed through effective change management with clear embedding of the change.

Function 4 Performs other related duties, as assigned or required to ensure strategic alignment to the Transformational Objective.

Qualifications/special skills Education

Essential A first-level university degree, and work experience/qualification, preferably in organizational behavior, business change management or a related field.

Desirable An advanced university degree (Master’s or academic equivalent) in a related field.

Professional experience

Essential - Experience in an aviation or UN organization or agency. - At least five years’ experience in a role related to Programme Management, organizational change/transformation or operational assessment, performance monitoring and assessment, internal process reviews and/or audits. - Extensive experience in target operating model design and implementation in a cross functional environment. - Experience in managing complex stakeholders, effective communications and engagement. - Strong demonstrable managerial and leadership skills. - Prince 2, Agile or equivalent qualification. - Proficient in Microsoft Office including word, excel and power point.

Desirable - Good understanding of ICAO ways of working and people processes. - Familiar with business change management and leadership. - Prince 2 or equivalent Practitioner’s Certificate. - Proficient in Microsoft Project, Power BI and graphic design.

Languages

Essential Fluent reading, writing and speaking abilities in English are essential.

Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
