Overview

You have:

  • Advanced University Degree (master's or equivalent degree) in journalism, media, communications, international relations or related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five (5) years of professional experience providing specialized technical support in public information and communications, particularly in data-informed audience engagement, digital outreach, media analysis, or polling and surveying methodologies, is required.
  • Demonstrated experience in designing, supporting, or implementing audience polling, sentiment analysis, or structured media analysis tools in peace processes, political missions, or humanitarian contexts is required.
  • At least two (2) years of experience working on public information and communications in a field-based or complex political environment in the Arab region is required.
  • Experience managing partnerships with a variety of organizations in the Yemeni context is required.
  • English and Arabic are required. Knowledge of another UN official language is an advantage.

Duties and Responsibilities

The Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) is mandated to support efforts toward an inclusive political settlement and to advance peace in Yemen. In pursuit of this mandate, the Mission engages with a wide range of Yemeni and international stakeholders and places strategic communications at the core of its work to promote dialogue, transparency, and trust. This consultancy is located in the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) in Amman, Jordan. This consultancy operates within a complex political and media landscape, requiring a seasoned communications professional to lead on projects and advise strategic engagement and outreach efforts in support of the peace process in Yemen. The role involves managing diverse partnerships, conducting media analysis, and providing strategic communications advice to senior leadership, all within the framework of UN objectives and guidelines. The Strategic Communications Consultant will perform the following specialized, technical, and support-oriented tasks: 1. Engagement, community outreach and partnerships • Supports engagement and outreach activities targeting Yemeni media professionals as a constituency for peace, including preparing outreach materials and supporting engagement initiatives. • Designs and manages digital engagement activities, including digital consultations, as well as polling, and surveys, under the guidance of the Chief SCPIO. • Supports coordination with contractors and partners involved in polling and surveying activities by contributing to work plans, timelines, and deliverables, drawing on experience in supporting contractor and partner coordination in media and outreach initiatives, without supervisory or managerial responsibility. • Contributes to the maintenance and strengthening of partnerships with Yemeni and regional stakeholders such as media, think tanks, Track II and civil society organizations, inside and outside Yemen. • Supports the development and implementation of outreach and engagement communications activities, including digital and social media initiatives, to promote awareness and understanding of the work of the Office of the Special Envoy. • Assists in the development and dissemination of advocacy and outreach materials, including multimedia and storytelling products, in line with OSESGY communication priorities. • Provides technical support to selected offline and community-level outreach initiatives (such as briefings, consultations, or townhall-style engagements), including preparation of communication materials and documentation of outcomes, as required and under guidance. 2. Media analysis and relations • Provides specialized regular research and analytical support on the Yemeni media landscape, including media mapping, audience analysis, and assessment of public narratives, and develops technical recommendations and targeted engagement approaches to inform SCPIO’s outreach to Yemeni media as a constituency for peace. • Supports the design and delivery of time-bound media outreach and consultation initiatives, including contributing to concept notes, agendas, discussion guides, participant selection criteria, background briefs, and drafting analytical outcome reports. • Provides technical support to media and digital engagement activities linked to political consultations, including preparation of background materials, analytical inputs to sentiment analysis, polling and surveying initiatives, testing of tools and methodologies, and tracking emerging trends in digital outreach relevant to peace processes. 3. Strategic communications • Provides technical communications advice and written input on messaging and public information products, as requested and in line with established guidance. • Drafts, edits, and refines communications materials, including press materials, key messages, Q&As, talking points, interviews, reports, and digital content, and contributes content to advocacy and storytelling initiatives across multiple platforms. • Supports quality review processes on selected communication products by providing technical checks for consistency with UN standards and messaging guidance and undertakes other related technical tasks within the scope of the consultancy, as assigned
